ROLL CALL Present: Barbara Brenner, Todd Donovan, and Ken Mann Absent: None Also Present: Barry Buchanan, Rud Browne, Satpal Sidhu, and Carl Weimer SPECIAL PRESENTATION 1. QUARTERLY REPORT FROM WHATCOM COUNTY PUBLIC WORKS (AB2017- 068) Jon Hutchings, Public Works Director, submitted and read from a handout (on file) and gave a staff report. The following staff answered questions: • Jim Karcher, Public Works Department • Jack Louws, County Executive The staff and councilmembers discussed the original budget for the Birch Bay berm project and the location of power lines in Birch Bay. COMMITTEE DISCUSSION 1. UPDATE FROM PUBLIC WORKS STAFF ON QUIET ZONE PROPOSAL FOR CLIFFSIDE DRIVE (AB2017 -332) Roland Middleton, Public Works Department, gave a staff report. Bert Webber stated he is a resident of the neighborhood and supports the County Council working on the noise issues in the community. He described the history of noise issues from the airport and current noise problems with Burlington Northern Railway. Dan Tull stated he is a resident of the neighborhood and stated the larger neighborhood area would also benefit from a quiet zone. He would like to draft a resolution to handle the requests. Costs vary depending on location and the design of the intersection and crossing. The measures employed for the Yacht Club crossing may work at this location. Staff answered questions about and councilmembers discussed whether there should be a resolution and budget request to create a County policy for quiet zone requests, and prioritizing potential new requests. Jack Louws, County Executive, stated the Council could ask the administration to create a draft resolution for criteria for the neighborhoods to bring forward a request to the County. The County can put 30 to 40 thousand dollars into one or two projects per year. The road fund is primarily designed for life safety issues, not quality of life issues. Don't dedicate too many dollars into the programs. Staff should work with the Council to develop the policies. Give the community a preliminary estimate and provide the community with options. Of the almost 50 crossings in the county, about 15 will realistically qualify for a quiet crossing. Brenner moved to recommend to the full Council for the Public Works staff to bring forward a policy recommendation. The motion carried by, the following vote: Ayes: Brenner, Donovan, and Mann (3) Nays: None (0) Councilmembers discussed the type of policy that should come forward. 2. UPDATE FROM PUBLIC WORKS STAFF ON THE STATUS OF ESTABLISHING A STORMWATER DISTRICT IN THE LAKE WHATCOM WATERSHED TO FUND IMPLEMENTATION OF THE LAKE WHATCOM MANAGEMENT PROGRAM (AB2017 -251B) Gary Stoyka, Public Works Department, gave a staff report and stated staff will bring forward an ordinance establishing boundaries only, not rates and charges, for introduction on November 21 and public hearing in December. The consultant will facilitate a public outreach effort and work with the Council to develop options. Brenner moved to have a discussion about the ordinance in committee on November 21. The motion carried by the following vote: Ayes: Brenner, Donovan, and Mann (3) Nays: None (0) OTHER There was no other business.
