CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Barbara Brenner, Todd Donovan, and Ken Mann
Absent: None
Also Present: Barry Buchanan, Rud Browne, Satpal Sidhu, and Carl Weimer
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING PROPOSED ORDINANCE ADOPTING A SECURE
MEDICINE RETURN REGULATION (ORDINANCE SCHEDULE FOR
INTRODUCTION THIS EVENING) (AB2017 -348)
Erika Neurenberg, Health Department, referenced and read from the presentation in
the Council packet (on file). She answered questions on outreach, translating services,
monitoring collection boxes, the Board of Health's authority, whether it's possible to reuse
drugs that have been returned, and including Mandarin and Punjabi in the list of translated
languages.
John Wolpers, Health Department, answered questions.
Browne suggested an amendment to section 24.15.070(B) if the law allows.
Brenner moved to approve the suggested amendment to section 24.15.070(B) if
the law allows, "...stewardship plan to ship covered drugs to a facility that is authorized to
reuse or redistribute the covered drugs or an independent...."
The motion carried by the following vote:
Ayes: Donovan and Mann (2)
Nays: None (0)
Abstains: Brenner (1)
2. DISCUSSION REGARDING A PROPOSAL TO ESTABLISH A GOLF CART ZONE
IN BIRCH BAY (AB2017 -354)
Joe Rutan, Public Works Department, submitted and read through a handout (on file)
and answered questions.
Mike Petum, Birch Bay Chamber of Commerce, stated it would be useful to allow golf
carts for community events.

Billy Brown, Birch Bay Chamber of Commerce President, stated they support the
proposal, it would support tourism in the area, and there are other benefits of a golf cart
zone. It's safer to be in a golf cart than on a bicycle. It will also save on parking spaces.
Dora Lee Booth stated many people in Birch Bay own golf carts. Traffic on the drive
will slow down and make things safer.
Staff and Councilmembers discussed implementing a sticker and fee program,
whether the Sheriff's Office would support a golf cart zone, safety issues and speed
differentials, whether they should require drivers with licenses, whether they need to have a
fee program, and whether the Chamber of Commerce could issue the decal.
Donovan moved to request staff to draft an ordinance and bring it back for
discussion.
Brenner suggested a friendly amendment that staff work with the Sheriff.
The motion carried by the following vote:
Ayes: Brenner, Donovan and Mann (3)
Nays: None (0)
