ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Barry Buchanan and Barbara Brenner COUNTY EXECUTIVE'S REPORT There was no report. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION ORDERING THE CANCELLATION OF UNCLAIMED CHECKS MORE THAN TWO YEARS OLD (AB2017 -289) Mann moved to recommend approval to the full Council. The following staff answered question: • Jack Louws, County Executive • Brad Bennett, Administrative Services Department Staff answered questions and councilmembers discussed the process for storing inmate money when booked, how the money is disbursed when the inmate is released, what happens if the money is not claimed, how difficult it is for people without bank accounts to cash checks, whether the County can issue cash instead of checks, and allowing the Treasurer's Office to cash the checks. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #17 -S3 FOR THE REPLACEMENT OF ONE HYDROSTATICALLY DRIVEN CHIP SPREADER TO THE SOLE BIDDER, PACWEST MACHINERY, IN THE AMOUNT OF $290,449.91 (AB2017 -290) Finance and Administrative Services Committee, 10/10/2017, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 Sidhu moved to recommend approval to the full Council. Eric Schlehuber, Public Works Department, gave a staff report and answered questions about whether they are getting a $45,000 credit for trade -in or sale of the old equipment, whether the company is a sole provider, what is the market for the used vehicle, the number of hours put on a vehicle before being traded in, and how many chippers the County owns. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #17 -58 FOR THE REPLACEMENT OF ONE TRUCK - MOUNTED WATER TANK TO LOW BIDDER, RANDCO TANKS, IN THE AMOUNT OF $58,568.16 (AB2017 -291) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) Jack Louws, County Executive, complimented the Public Works crew for all their work over the year on the road maintenance program. Eric Schlehuber, Public Works Department, answered questions about what would happen if a key piece of equipment fails, whether there is an opportunity to access or pool backup equipment from another jurisdiction, and keeping up on equipment maintenance. 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND BROWN & CALDWELL ENVIRONMENTAL ENGINEERS & CONSULTANTS FOR LAKE WHATCOM TRIBUTARY MONITORING, WATER YEARS 2018 -2020, IN THE AMOUNT OF $279,779 (AB2017 -292) Sidhu moved to recommend approval to the full Council. The following staff answered questions: • Kirk Christensen, Public Works Department • Gary Stoyka, Public Works Department Staff answered questions on monitoring and costs: • Tributaries are monitored for flow, fecal coliform, phosphorus, and turbidity • Sampling is done during major storm events, when rain is above a half -inch, and also monthly to get base flows • The cost split with the district is 10 percent, the City is 45 percent, and the County is 45 percent for the duration of three water years • The County cost is about $31,000 per year • Data is used to track trends in the tributaries and for modeling • They've been monitoring for about 20 years, and have been increasing the amount of data gathered • Certain types of DNA testing for fecal source can be done, but the test result isn't quantitative, due to current technology limitations Finance and Administrative Services Committee, 10/10/2017, Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON STATE DEPARTMENT OF ECOLOGY TO FUND ADMINISTRATIVE AND ACTION PROJECTS FOR THE WHATCOM COUNTY MARINE RESOURCES COMMITTEE THROUGH THE PERIOD OF OCTOBER 1, 2017, THROUGH SEPTEMBER 30, 2018, IN THE AMOUNT OF $74,000 (AB2017 -293) Mann moved to recommend approval to the full Council. Austin Rose, Public Works Department, gave a staff report and answered questions: • The oyster project is in north Chuckanut Bay, also known as Mud Bay • The Marine Resources Committee (MRC) has been doing the Chuckanut pollution identification control program for about four years • This funding is not associated with Drayton Harbor or Portage Bay projects The motion carried by the following voter Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
