ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara Brenner COUNTY EXECUT'IVE'S REPORT Tyler Schroeder, Administrative Services Department, submitted a handout (on file) and reported on the mid - biennium budget process. He described the adjustments and stated the Council can discuss the items on an upcoming agenda. He answered questions on repairs to the jail ventilation system, the amounts of revenue and expenditures, the impact of the one -time capital expense of $7 million, using the emergency medical services (EMS) funds for the triage center, not using the EMS funds on the jail, and the timeline for Council amendments. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 2017 WHATCOM COUNTY BUDGET, TWELFTH REQUEST, IN THE AMOUNT OF $1,229,376 (AB2017 -296) Sidhu moved to recommend approval to the full Council. Patty Proctor, Health Department, gave a staff report and answered questions on background information of the homeless housing fund appropriation to the emergency solutions grant program and how they will use the additional grant funds. Tyler Schroeder, Administrative Services Department, answered questions about the different funds transferred into a project -based budget that will be used for the permit center replacement. John Wolpers, Health Department, answered questions on whether the onsite septic system (OSS) system will notify people when their system must be inspected. Perry Rice, Administrative Services Department, answered questions on repurposing money from the road and flood funds for stormwater to a land records and permit management system. Finance and Administrative Services Committee, 10/24/2017, Page 1 Brad Bennett, Administrative Services Department, answered questions about whether unspent flood fund money has to be returned to the flood fund if it is borrowed by another fund. Regina Delahunt, Health Department Director, answered questions about the increase in issuing vital records, the security of someone's vital records, and the State's rules for requesting vital records. ORDINANCE AMENDING ORDINANCE NO. 2014 -085 (ESTABLISHMENT OF THE INTEGRATED LAND RECORDS AND PERMIT MANAGEMENT SYSTEM FUND AND ESTABLISHING A PROJECT BASED BUDGET FOR INTEGRATED LAND RECORDS AND PERMIT MANAGEMENT SYSTEM PROJECTS) TO APPROPRIATE FUNDING FOR A NEW PERMIT SYSTEM PROJECT (AB2017 -298) Sidhu moved to recommend approval to the full Council. Perry Rice, Administrative Services Department, submitted a handout (on file), gave a staff report, and answered questions on training and implementation, the data cost for mobile use by appraisers, and managing the mobile devices. RESOLUTION ADOPTING A SALARY SCHEDULE AND POLICIES FOR UNREPRESENTED WHATCOM COUNTY EMPLOYEES, EFFECTIVE JANUARY 1, 2018, THROUGH DECEMBER 31, 2018 (AB2017 -302) Sidhu moved to recommend approval to the full Council. Nan Kalunki, Administrative Services Department, answered questions on whether this is a decision by the Human Resources Division and County administration, or if there is a salary advisory committee. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. RESOLUTION ORDERING THE CANCELLATION OF ACCOUNTS RECEIVABLE MORE THAN THREE YEARS OLD (AB2017 -303) Mann moved to recommend approval to the full Council. Tyler Schroeder, Administrative Services Department, answered questions about allowing inmates to cash checks at the Treasurer's Office and whether the County uses a collection agency. ORDINANCE REPEALING ORDINANCE NO. 96 -008, ACCIDENT PREVENTION PROGRAM (AB2017 -297) Mann moved to recommend approval to the full Council. Karen Goens, Administrative Services Department, gave a staff report and answered questions on whether this is run through the risk pool and whether the County is increasing its risk. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE MILITARY DEPARTMENT TO SUSTAIN AND ENHANCE THE WHATCOM COUNTY SHERIFF'S OFFICE DIVISION OF EMERGENCY MANAGEMENT PROGRAM, IN THE AMOUNT OF $72,508 (AB2017 -305) Mann moved to recommend approval to the full Council. Tyler Schroeder, Administrative Services Department, answered questions on whether this is for general operations or a specific element of the program. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND RESOURCES TO IMPLEMENT A COUNTYWIDE WASTE REDUCTION AND RECYCLING EDUCATION PROGRAM FOR YOUTH AT THE ELEMENTARY, MIDDLE, AND HIGH SCHOOL LEVELS, IN THE AMOUNT OF $50,000, FOR A TOTAL AMENDED CONTRACT AMOUNT OF $170,000 (AB2017 -306) Mann moved to recommend approval to the full Council. Finance and Administrative Services Committee, 10/24/2017, Page 3 Jeff Hegedus, Health Department, answered questions on whether this originally went through a request for proposals (RFP) process. He described the history of the contractor and program and the separation of services that the contractor provides. Councilmembers discussed whether it's appropriate to contract with this company since they've become more political. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND CASCADIA LAW GROUP PLLC TO CONDUCT THE STUDY AND MAKE RECOMMENDATIONS REQUIRED BY WHATCOM COUNTY COMPREHENSIVE PLAN POLICY 2CC -16, IN THE AMOUNT OF $25,000, FOR A TOTAL AMENDED CONTRACT AMOUNT OF $65,000 (AB2017 -301) Mann moved to recommend approval to the full Council. Karen Frakes, Prosecutor's Office, gave a staff report and submitted a substitute contract (on file). The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
