HomeMy WebLinkAboutBoard of Health October 3 2017Whatcom County Council Board of Health October 3, 2017 CALL TO ORDER Council Chair Barry Buchanan called the meeting to order at 10:30 a.m. in the County Council Chambers, 311 Grand Avenue, Bellingham, Washington. ROLL CALL Present: Barbara Brenner, Satpal Sidhu, Rud Browne, Barry Buchanan, Ken Mann, and Todd Donovan Absent: Carl Weimer I. PUBLIC SESSION No one spoke. 2. DIRECTOR /HEALTH OFFICER REPORT Erika Neurenberg, Health Department, stated there is no report today. Anne Deacon, Health Department, answered questions on the status of the North Sound Behavioral Health Organization (BHO) member counties regarding conditions put on the mid - adopter status agreement. (Discussion of this item continued under Other Business.) 3. PUBLIC HEALTH ADVISORY BOARD (PHAB) UPDATE Rachel Lucy, Public Health Advisory Board Chair, spoke about the recent shooting in Las Vegas and local citizens who were impacted, focusing policy regulations on the community health assessment data, an upcoming multi - stakeholder conference to envision a future for the children of Whatcom County, affordable and accessible childcare for veterans, and holding a collaborative joint meeting between the Health Board and PHAB in 2018. Anne Deacon, Health Department, and Ms. Lucy answered questions on the barriers to childcare for veterans who are students and on informing the councilmembers of the upcoming conference. .1%4 Board of Health, 10/3/2017, Page 1 1 4. THE OPIOID EPIDEMIC: IMPACT AND ACTION 2 3 Erika Neurenberg, Health Department, introduced the topic and presentation. 4 5 The following Health Department staff submitted handouts (on file) and read from 6 the presentation in the Board packet. Staff also described the local, regional, and statewide 7 action plans; the list of objectives, including lock bags and boxes, strategic marketing 8 materials to educate the public, and naloxone objectives; the needle exchange clinic; an 9 upcoming North Sound regional opioid summit, and; answered questions: 10 . Cindy Hollinsworth 11 . Anne Deacon 12 . Joe Fuller 13 14 Hollinsworth stated they are seeking Board support to seek outside funding, 15 including grants, to expand syringe services programs. 16 17 The Board concurred. 18 19 The staff answered questions on and the Board Members discussed marketing 20 technology, immigration status as a barrier to services, demographics of addicts and those 21 who overdose, data sources, the difference between narcotics and opioids, locked bags 22 being tampered with, the different taxes collected for behavioral health services, treatment 23 success, and prevention over treatment. 24 25 26 OTHER BUSINESS 27 28 The Board Members continued to discuss the draft Skagit County resolution 29 regarding the decision to become a mid - adopter (on file). 30 31 Brenner moved to approve. 32 33 The motion was seconded. 34 35 Board Members discussed the conditions listed in the resolution, whether the County 36 Council would go along with the conditions, how Whatcom County can support Skagit 37 County's conditions without derailing the process, the existing funding sources and why are 38 they under threat, whether they are adding another layer of administration, and applying 39 conditions from all the counties in the region, not just one county. 40 41 Brenner amended and restated the motion to reaffirm the original Council vote 42 to become a mid - adopter. 43 44 The amended motion was seconded. 45 46 The motion carried by the following vote: 47 Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, and Donovan (6) 48 Nays: None (0) 49 Absent: Weimer (1) 50 51 52 Board of Health, 10/3/2017, Page 2 1 3 4 5 7 9 10 11 12 13 14 15 16 17 18 ADJOURN The meeting adjourned at 12:18 p.m. The Council approved these minutes on .�111111Vlllltlr /,rrr •• ATC ' r • * c� 43 November 21, 2017.
