CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 10:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL

Absent: None
Also Present: Barbara Brenner, Ken Mann, Rud Browne, Barry Buchanan
SPECIAL PRESENTATION
1. REPORT FROM WHATCOM COUNTY PARKS & RECREATION (AB2017 -068)
Mike McFarlane, Parks and Recreation Department Director, submitted a presentation
of photos (on file) and described the Chanterelle trail and overlook. Many community
volunteers and sponsors contributed to building the trail. Parks staff and a contractor also
worked to build the trail. During construction, they removed two tons of garbage from the
area. They restored a half mile of user trails that contributed to erosion. The overlook was
converted from an old logging landing. The trail width varies from three feet to eight feet. It
is meant for pedestrians to ascend and descend. Bicyclists can only ascend the trail; they
have to descend via a road. He thanked the staff, volunteers, and partners who contributed
in time and resources to developing the trail and overlook.
He answered questions and councilmembers discussed the impacts from equestrian
use, which occurs on other trails, roads, and lands, but not on this trail and on problems
with the existing user trails and older logging roads.
