ROLL CALL Present: Rud Browne and Satpal Sidhu Absent: Ken Mann Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara Brenner COUNTY EXECUTIVE'S REPORT There were no reports. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND CASCADIA LAW GROUP PLLC TO REPRESENT WHATCOM COUNTY AND TO CONDUCT THE STUDY AND MAKE RECOMMENDATIONS REQUIRED BY WHATCOM COUNTY COMPREHENSIVE PLAN POLICY 2CC -16 REGARDING THE CHERRY POINT UGA (AB2017 -234) Sidhu moved to recommend approval to the full Council. Tyler Schroeder, Executive's Office, answered questions on the budget amount and the phased budget. The motion carried by the following vote: Ayes: Browne and Sidhu (2) Nays: None (0) Absent: Mann (1) 2. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, NINTH REQUEST, IN THE AMOUNT OF $148,625 (AB2017 -229) Sidhu moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 41 CONTRACT BETWEEN WHATCOM COUNTY AND RESPEC CONSULTING 42 SERVICES FOR THE LAKE WHATCOM HYDROLOGICAL MODEL REVIEW, IN 43 THE AMOUNT OF $49,990 (AB2017 -237) 44 45 Sidhu moved to recommend approval to the full Council. 46 47 Kirk Christensen, Public Works Department, answered questions on the modeling 48 documents, when the model was built, and whether the model is finished. 49 50 Jon Hutchings, Public Works Department, described the total maximum daily load 51 (TMDL) process and purpose of the modeling project. He answered questions on the 52 amount of the contract, how it relates to the City of Bellingham, and whether the 53 Department of Ecology was involved in the consultant selection process. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN 8 INTERGOVERNMENTAL AGREEMENT BETWEEN WHATCOM COUNTY AND 9 WASHINGTON MILITARY DEPARTMENT FOR MUTUAL AID ASSISTANCE 10 THROUGH BOTH THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT 11 (EMAC) AND THE PACIFIC NORTHWEST EMERGENCY MANAGEMENT 12 ARRANGEMENT (PNEMA) (AB2017 -238) 13 14 Sidhu moved to recommend approval to the full Council. 15 16 The motion carried by the following vote: 17 Ayes: Browne and Sidhu (2) 18 Nays: None (0) 19 Absent: Mann (1) 20 21 S.
