8 Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the

27 1. WHATCOM COUNTY INFORMATION TECHNOLOGY DEPARTMENT TO PRESENT
28 SEMIANNUAL REPORT (AB2017 -068)

30 Perry Rice, Administrative Services Department, submitted and read from a
31 presentation (on fi /e) and gave a staff report and answered questions on the County's
32 efforts to ensure cyber security, copier and desktop computer replacement schedule,
33 allowing a permit applicant to see the status of their application online, the need for ongoing
34 employee training about threats and for data encryption.

36 Jack Louws, County Executive, spoke about the positive efforts from Mr. Rice and
37 about the administration's continued efforts to make sure the County's information is
38 secure.

40 Browne stated devote a part of the County website to provide information to citizens
41 about how to protect themselves from cyber attacks.

43 2. PRESENTATION BY BRUCE HARRIS & ASSOCIATES, INC. (BHA) ON THE
44 PROPOSED CONTRACT BETWEEN BHA AND WHATCOM COUNTY TO ASSIST
45 WITH CONVERTING EXISTING ASSESSOR'S OFFICE MYLAR MAPS AND
46 PROCESSES TO GEOGRAPHIC INFORMATION SYSTEMS (AB2017 -279)

48 Colin Russell, Bruce Harris & Associates Vice - President, described his company's
49 history, mapping technology, and the project process and schedule. He answered
50 councilmember questions on a system similar to the City of Bellingham's, the most
51 expensive component of the timeline, how to correlate recent and old data to identify
52 discrepancies, what will happen to the existing parcel layer, and whether they will do GIS
53 mapping for the entire county, including the mountains.
