CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 3:04 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Carl Weimer, Barbara Brenner, and Rud Browne
Absent: None
Also Present: Todd Donovan, Barry Buchanan, Satpal Sidhu, and Ken Mann
SPECIAL PRESENTATION
1. PLANNING AND DEVELOPMENT SERVICES TO PRESENT SEMIANNUAL
REPORT (AB2017 -068)
Sam Ryan, Planning and Development Services Department Director, submitted and
read through a handout (on file) and gave a staff report on the department's budget and
revenue, the upward trend in residential development, staff level and workforce planning,
technology projects planned for 2017 and 2018, performance metrics review, employee
workflow, an enterprise -wide technology fee for Tidemark users, an upcoming department
open house, various ongoing long -range planning projects, updating codes and procedures,
and enforcement efforts.
She answered questions on the permit software providing information for applicants
to see the status of their application, the overall time it takes someone to go through the
permitting process, available grants for clean air efforts in Columbia Valley, and progress on
a review of transfer of development rights (TDR) programs.
Jon Hutchings, Public Works Department Director, answered questions on hiring staff
instead of a contractor to work on Lake Whatcom funding options.
