ROLL CALL Present: Carl Weimer, Satpal Sidhu and Todd Donovan Absent: None Also Present: Barbara Brenner, Rud Browne, Barry Buchanan COMMITTEE DISCUSSION 1. DISCUSSION OF A PROPOSED ORDINANCE ADOPTING AMENDMENTS TO WHATCOM COUNTY CODE TITLE 17 FLOOD DAMAGE PREVENTION (ORDINANCE SCHEDULED FOR INTRODUCTION THIS EVENING) (AB2017- 286) Paula Harris, Public Works Department, gave a staff report and answered questions on the appeals and enforcement section, efforts to prevent development within flood zones, clarifications, and flood insurance rates. Weimer moved to recommend Introduction. The motion carried by the following vote: Ayes: Weimer, Sidhu, and Donovan (3) Nays: None (0) 2. FOLLOW -UP DISCUSSION WITH PUBLIC WORKS REGARDING POTENTIAL FUNDING SOURCES FOR LAKE WHATCOM PROGRAMS (AB2017 -251) Gary Stoyka, Public Works Department, gave a staff report on the need for new funding for existing programs, options for funding, the potential amount of revenue that could be raised, how additional revenue would be spent, and hiring a contractor to do a more detailed analysis of the funding options. Councilmembers discussed a flat fee on everyone versus charging only people who contribute to the problem, how to administer a program, aerial analysis of impervious surfaces, which programs would get funding, the scope of work and timeline for a consultant review, and next steps. RESOLUTION REQUESTING THE COUNTY EXECUTIVE DEVELOP A SPECIAL 4 FUNDING DISTRICT TO FUND WATER QUALITY IMPROVEMENTS IN THE 5 UNINCORPORATED LAKE WHATCOM WATERSHED (AB2017 -251A) 6 7 Weimer reported on his proposed resolution and the delays from the administration 8 on creating a funding district around Lake Whatcom. 9 10 Gary Stoyka, Public Works Department, answered questions. 11 12 Councilmembers discussed the administration continuing to miss the deadline to 13 implement a special district for 2018, how long Lake Whatcom has been on the 303(d) list, 14 using a flood subzone as a mechanism for funding, and determining district boundaries. 15 16 Donovan moved to recommend approval to the full Council. 17 18 The motion carried by the following vote: 19 Ayes: Weimer, Sidhu, and Donovan (3) 20 Nays: None (0) 21 22 2. RESOLUTION AFFIRMING THE PDR OVERSIGHT COMMITTEE'S RANKING OF 23 APPLICATIONS AND AUTHORIZING THE WHATCOM COUNTY PURCHASE OF 24 DEVELOPMENT RIGHTS ADMINISTRATOR AND WHATCOM COUNTY 25 EXECUTIVE TO PROCEED WITH THE ACQUISITION OF CONSERVATION 26 EASEMENTS ON APPLICATIONS RANKED 1 THROUGH 6 (AB2017 -278) 27 28 Mark Harding, Purchase of Development Rights (PDR) Committee Chair, introduced 29 the presentation. 30 31 Chris Elder, Planning and Development Services Department, submitted and read 32 from a presentation (on file) describing the properties.
