6 Council Chair Barry Buchanan called the meeting to order at 1:30 p.m. in the Council
7 Conference Room, 311 Grand Avenue, Bellingham, Washington.

17 1. DISCUSSION WITH CHIEF CIVIL DEPUTY PROSECUTOR DANIEL GIBSON
18 REGARDING TWO CASES INVOLVING POTENTIAL EXERCISE OF EMINENT
19 DOMAIN (AB2017 -018)

22 Buchanan stated that discussion of agenda item one may take place in executive
23 session pursuant to RCW42.30.110 (1)(i). Executive session will conclude no later than
24 2:15 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
25 meeting to make a public announcement.

27 Browne moved to go into executive session until no later than 2:15 p.m. to discuss
28 the agenda item pursuant to RCW citations as announced by the Council Chair. The motion
29 was seconded.

31 The motion carried by the following vote:
32 Ayes: Brenner, Browne, Buchanan, Mann, Donovan and Weimer (6)
33 Nays: None (0)
34 Absent: Sidhu (1)

36 At 2:15 p.m., Buchanan announced that the meeting is extended to no later than
37 2:30 p.m.
