ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara Brenner COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items: • Video requirements and repairs and upgrades in the jail work center and juvenile detention center • A contract with Design2Last to do repairs and upgrades to the existing jail Councilmembers and the Executive discussed anticipated capacity and public safety during the renovations. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, SIXTH REQUEST, IN THE AMOUNT OF $572,516 (AB2017 -197) Mann moved to recommend adoption to the full Council. Councilmembers and staff discussed the wayfinding project. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. ORDINANCE CLOSING THE 2015 CENTRAL PLAZA IMPROVEMENT FUND 360 (AB2017 -198) Mann moved to recommend adoption to the full Council. RESOLUTION AMENDING THE 2017 FLOOD CONTROL ZONE DISTRICT AND SUBZONES BUDGET, THIRD REQUEST, IN THE AMOUNT OF $15,000 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2017 -199) Sidhu moved to recommend approval to the Board of Supervisors. Tyler Schroeder, Executive's Office, answered questions on why this expense is coming out of the flood fund. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT AND WHATCOM CONSERVATION DISTRICT TO SUPPORT THE POLLUTION IDENTIFICATION AND CORRECTION PROGRAM, IN THE AMOUNT OF $353,366 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2017 -205) Sidhu moved to recommend approval to the Board of Supervisors. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WORK OPPORTUNITIES TO PROVIDE "PATHWAYS TO EMPLOYMENT" AND "COMMUNITY ACCESS" SERVICES TO ELIGIBLE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES (AB2017 -206) Mann moved to recommend approval to the full Council. Jessica Lee, Health Department, answered questions on how many eligible people this could represent and on matching funds from the State. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND KULSHAN SUPPORTED EMPLOYMENT TO PROVIDE "PATHWAYS TO EMPLOYMENT" AND "COMMUNITY ACCESS" SERVICES TO ELIGIBLE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES (AB2017 -207) Mann moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND CASCADE CONNECTIONS TO PROVIDE "PATHWAYS TO EMPLOYMENT" AND "COMMUNITY ACCESS" SERVICES TO ELIGIBLE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES (AB2017 -208) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE OPPORTUNITY COUNCIL TO FUND ONE FULL -TIME PROFESSIONAL ON THE OPPORTUNITY COUNCIL'S HOMELESS OUTREACH TEAM TO CONTACT AND ACT AS CARE COORDINATOR FOR INDIVIDUALS WHO ARE READY TO ENGAGE IN TREATMENT AND PROVIDE SUPPORT SERVICES TO PEOPLE WITH OPIATE AND SUBSTANCE USE DISORDERS WHO REQUIRE A LENGTHIER ENGAGEMENT PROCESS, IN THE AMOUNT OF $51,000 (AB2017 -209) Mann moved to recommend approval to the full Council. Perry Mowry, Health Department, answered questions on whether this is a one -time or ongoing request, what has happened before and after this contract, the source of funding, the timing of the project, how many people would be served, and the increase in opioid use in Whatcom County. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 5. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND WHATCOM CONSERVATION DISTRICT FOR THE LAKE WHATCOM HOMEOWNER INCENTIVE PROGRAM TO MODIFY THE SCOPE OF WORK AND EXTEND THE TERM OF THE AGREEMENT, IN THE AMOUNT OF $221,794, FOR A TOTAL AMENDED CONTRACT AMOUNT OF $271,794 (AB2017 -210) Sidhu moved to recommend approval to the full Council. The following staff answered questions: • Gary Stoyka, Public Works Department • Ingrid Enschede, Public Works Department Staff answered questions on how they allocate money among homeowners, cost increase due to scope modification versus longer term, the funding source, lowering fees and fines as an alternative to a program that reimburses people for their upgrades, and City of Bellingham reimbursement of all costs above $100,000. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY•OF BELLINGHAM TO COORDINATE THE DESIGN AND COST SHARING OF THE WEST HORTON ROAD EXTENSION, IN THE AMOUNT OF $156,070 (AB2017- 211) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Mann, and Sidhu (2) Nays: None (0) Abstains: Browne (1) COMMITTEE DISCUSSION 1. DISCUSSION OF A LETTER RECEIVED FROM THE CITY OF BELLINGHAM REGARDING THE PROPOSED NEW WHATCOM COUNTY JAIL (AB2017 -1858) This item was withdrawn from the committee agenda and added to the afternoon Special Committee of the Whole agenda. OTHER BUSINESS There was no other business.
