An agenda item to put the jail on the ballot 27 28 29 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 30 31 1. ORDINANCE REPEALING AND REPLACING WHATCOM COUNTY CODE 32 CHAPTER 1.18, COURT FINES AND COSTS (AB2017 -181) 33 34 Sidhu moved to recommend adoption to the full Council. 35 36 The motion carried by the following vote: 37 Ayes: Browne, Mann, and Sidhu (3) 38 Nays: None (0) 39 40 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 41 CREDIT TRANSACTION AGREEMENT BETWEEN WHATCOM COUNTY FLOOD 42 CONTROL ZONE DISTRICT AND LUMMI NATION WETLAND AND HABITAT 43 MITIGATION BANK TO SECURE WETLAND MITIGATION CREDITS TO FULFILL 44 REQUIREMENTS FOR THE HIGH CREEK SEDIMENT MANAGEMENT AND FISH 45 PASSAGE IMPROVEMENT PROJECT, IN THE AMOUNT OF $21,600 (COUNCIL 46 ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT 47 BOARD OF SUPERVISORS) (AB2017 -187) 48 49 Mann moved to recommend approval to the Board of Supervisors. 50 51 The motion carried by the following vote: 52 Ayes: Browne, Mann, and Sidhu (3) 53 Nays: None (0) Finance and Administrative Services Committee, 6/13/2017, Page 1 COUNCIL "CONSENT AGENDA" ITEMS 1, REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO GRANT A NON- EXCLUSIVE RESIDENTIAL DRIVEWAY EASEMENT ACROSS PARK PROPERTY TO DEWEY AND JANET HUSTON AT 3315 NORTH SHORE DRIVE (AB2017- 188) Mann moved to recommend approval to the full Council. Mike McFarlane, Parks and Recreation Department, answered questions about why the time frame was reduced, why it needs to be a non - exclusive easement if it's on park property, whether there are other options for the property owners, why the County wouldn't sell a permanent easement at this point, and what problems have occurred in the past. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE STATE OF WASHINGTON COUNTY ROAD ADMINISTRATION BOARD IN ORDER TO RECEIVE RURAL ARTERIAL PROGRAM (RAP) FUNDING FOR THE EAST SMITH ROAD PAVEMENT REHABILITATION PROJECT, IN THE AMOUNT OF $549,430 (AB2017 -189) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERAGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION TO CONTINUE TO REIMBURSE THE COUNTY FOR UP TO FIFTY PERCENT OF THE PREVIOUS YEAR'S ANNUAL OPERATING DEFICIT INCURRED IN THE OPERATION AND MAINTENANCE OF THE COUNTY FERRY SYSTEM (AB2017 -190) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND ADVANCEMENT NORTHWEST TO PROVIDE "PATHWAYS TO EMPLOYMENT" AND "COMMUNITY ACCESS" SERVICES TO ELIGIBLE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES (AB2017 -191) Sidhu moved to recommend approval to the full Council. DISCUSSION REGARDING THE CREATION OF A CAPITAL FACILITY RESERVE 10 FUND (AB2017 -170) 11 12 The following staff answered questions: 13 • Tyler Schroeder, Deputy Executive 14 • Forrest Longman, Council Legislative Analyst 15 16 Councilmembers and staff discussed why emergency medical services (EMS) money 17 should be used for capital reserves, why this is necessary now, using the money for public 18 safety, why there are so many dedicated funds, bringing this item forward again if Council 19 decides on a different action, building a mechanism or sunset date to allow the current 20 council to re- authorize a fund at any given time, providing more background on public 21 safety, renaming the fund to a public safety reserve fund, and funding a new triage center. 22 23 Browne stated the committee will work with Forrest Longman and bring this forward 24 again when they have formulated specific action items to discuss. 25 26 2. DISCUSSION OF A PROPOSED ORDINANCE ESTABLISHING WHATCOM 27 COUNTY CODE 2.126, CREATING THE WHATCOM COUNTY BUSINESS AND 28 COMMERCE COMMITTEE (AB2017 -182) 29 30 Longman referenced the substitute Exhibit A submitted by Councilmember Browne 31 earlier today. 32 33 Councilmembers discussed changing the membership section: make sure small 34 businesses are represented, add "food processing," and add a membership position for 35 industry.
