CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:35 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Rud Browne and Satpal Sidhu
Absent: Ken Mann
Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara
Brenner
COUNTY EXECUTIVE'S REPORT
There was no report.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE 2017 WHATCOM COUNTY BUDGET, EIGHTH
REQUEST, IN THE AMOUNT OF $851,061 (AB2017 -222)
Sidhu moved to recommend adoption to the full Council.
The following staff answered questions:
• Kirk Christensen, Public Works Department
• Brad Bennett, Administrative Services Department
• Jack Louws, County Executive
Staff answered questions on the impact to the County budget, purpose of the funds,
source of the funds from the real estate excise tax (REET), and jail transport vehicles
funded from the equipment rent and revolve (ER &R) fund.
The motion carried by the following vote:
Ayes: Browne and Sidhu (2)
Nays: None (0)
Absent: Mann (1)
2. RESOLUTION AMENDING THE 2017 FLOOD CONTROL ZONE DISTRICT AND
SUBZONES BUDGETS, THIRD REQUEST, IN THE AMOUNT OF $15,000
(COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE
DISTRICT BOARD OF SUPERVISORS) (AB2017 -199B)
Sidhu moved to recommend adoption to the Board of Supervisors.
