HomeMy WebLinkAboutFinance July 11 20171 WHATCOM COUNTY COUNCIL 2 Finance and Administrative Services Committee 3 4 July 11, 2017 5 6 CALL TO ORDER 7 8 Committee Member Ken Mann called the meeting to order at 11:02 a.m. in the 9 Council Chambers, 311 Grand Avenue, Bellingham, Washington. 10 11 12 ROLL CALL 13 14 Present: Rud Browne, Ken Mann, and Satpal Sidhu 15 Absent: None 16 Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara 17 Brenner 18 19 20 COUNTY EXECUTIVE'S REPORT 21 22 Jack Louws, County Executive, reported on the State operating budget and capital 23 budget and the impacts on Whatcom County. 24 25 26 SPECIAL PRESENTATIONS 27 28 1. WHATCOM COUNTY PROSECUTING ATTORNEY TO PRESENT ANNUAL REPORT 29 (AB2017 -068) 30 31 Dave McEachran, Whatcom County Prosecuting Attorney, submitted and read from a 32 presentation (on file) and described the reasons for lower juvenile court criminal filings and 33 diversions; the process he follows for reviewing felony cases; the types and number of 34 felony cases they had in 2016; and law enforcement's concerns with armed individuals. He 35 described the increases in Class A, B, and C felonies from 2016 to 2017 and a recent multi - 36 felony case that was investigated and prosecuted. 37 38 McEachran answered questions about how sentences are determined and how much 39 of that comes from federal and state regulations; whether Whatcom County is susceptible to 40 more crime as a border county; why there is an increase in class A felonies; whether 41 successful juvenile diversion strategies could be successful for adults; juvenile recidivism 42 rates with the existing programs, and whether repeat adult offenders are local or from 43 outside the county. 44 45 2. WHATCOM COUNTY FACILITIES MANAGER TO PRESENT SEMI - ANNUAL 46 REPORT (AB2017 -068) 47 48 Mike Russell, Administrative Services Department, submitted and gave a 49 presentation (on file). 50 51 He answered questions about how they work with contractors to make sure facilities 52 can be maintained into the future and about regulating temperatures in the Council Finance and Administrative Services Committee, 7/11/2017, Page 1 1 Chambers, so a meeting does not cause a temperature change in the rest of the 2 courthouse. 3 4 Jack Louws, County Executive, answered questions about how the Facilities Division 5 worked with Design2Last, Inc. during the design and construction phase and found many 6 things that needed to be changed in the design phase. 7 8 9 COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 10 11 1. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, SEVENTH 12 REQUEST, IN THE AMOUNT OF $15,000 (AB2017 -199A) 13 14 Sidhu moved to recommend adoption to the full Council. 15 16 The following staff answered a question about why the money comes from the Public 17 Works Department: 18 . REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #17 -41 29 AND ENTER INTO A CONTRACT WITH LOW BIDDER FOSS MARITIME 30 COMPANY FOR THE ANNUAL DRYDOCKING, REPAIR, AND MAINTENANCE OF 31 THE WHATCOM CHIEF FERRY, IN THE AMOUNT OF $446,251.64 (AB2017- 32 217) 33 34 Browne moved to recommend approval to the full Council. 35 36 The motion carried by the following vote: 37 Ayes: Mann, Browne, and Sidhu (3) 38 Nays: None (0) 39 40 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 41 CONTRACT BETWEEN WHATCOM COUNTY AND SERVICE ALTERNATIVES, 42 INC. TO PROVIDE "PATHWAYS TO EMPLOYMENT" AND "COMMUNITY 43 ACCESS" SERVICES TO ELIGIBLE INDIVIDUALS WITH DEVELOPMENTAL 44 DISABILITIES (AB2017 -218) 45 46 Sidhu moved to recommend approval to the full Council. 47 48 The motion carried by the following vote: 49 Ayes: Mann, Browne, and Sidhu (3) 50 Nays: None (0) 51 52 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 53 CONTRACT BETWEEN WHATCOM COUNTY AND THE ARC OF WHATCOM Finance and Administrative Services Committee, 7/11/2017, Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 COUNTY TO PROVIDE "INFORMATION, EDUCATION AND FAMILY SUPPORT" TO INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES, THEIR FAMILY MEMBERS, AND THE GENERAL PUBLIC, IN THE AMOUNT OF $134,669 (AB2017 -219) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Mann, Browne, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND VAN NESS FELDMAN, LLP TO CONTINUE TO PROVIDE ON -CALL LEGAL SERVICES RELATING TO ACCOMMODATING THE WASHINGTON SUPREME COURT'S DECISION IN WHATCOM COUNTY V. WESTERN WASHINGTON GROWTH MANAGEMENT HEARING BOARD, IN THE AMOUNT OF $15,000, FOR A TOTAL AMENDED AMOUNT OF $50,000 (AB2017 -220) Browne moved to recommend approval to the full Council.
