CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Todd Donovan, and Ken Mann
Absent: None
Also Present: Barry Buchanan, Rud Browne, Satpal Sidhu, and Carl Weimer
SPECIAL PRESENTATION
1. ANNUAL REPORT FROM WHATCOM COUNTY JUVENILE COURT (AB2017 -068)
Dave Reynolds, Juvenile Court Administrator, submitted and read from a
presentation (on file).
He answered councilmember questions on:
• Whether there is a reduction in staffing or budget as a result of the 85
percent drop in offenders
• Whether national trends in lower crime correspond locally
• The impetus for the reduction in offender rates
• The steps the juvenile system took to reduce offender rates and whether it
can be translated to the adult system
• Whether the cost of the risk assessment system is more, less, or neutral
Councilmembers discussed how most adult offenders were first victims as children,
how policy changes for juveniles can have the biggest impact to reduce adult populations,
and how State law impacts the County's ability to engage in programs.
