CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 2:03 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

SPECIAL PRESENTATION
1. PRESENTATION BY MARK BUEHRER, 2020 ENGINEERING, REGARDING
SUSTAINABLE WATER RESOURCE MANAGEMENT (AB2017 -232)
Mark Buehrer, 2020 Engineering, described his background and submitted and read
from a presentation (on file). He answered questions on the cost of rainwater systems,
cost - benefit of using systems in agriculture areas, and home financing.
2. PRESENTATION BY DES SKUBI, EXECUTIVE DIRECTOR OF UNITY CARE NW,
REGARDING AGENCY SERVICES AND NORTH WHATCOM EXPANSION
(AB2017 -225)
Desmond Skubi, Unity Care NW Executive Director, submitted and read from a
presentation and handout (on file). He answered questions about recent increases in
uninsured visits, the percentage and number of people who are eligible for medical care and
dental care, impacts to their program from changes that may happen to the Affordable Care
Act, and Unity Care NW participation in the Incarceration Prevention and Reduction Task
Force.
3. DISTRICT COURT TO PRESENT ANNUAL REPORT (AB2017 -068)

COMMITTEE DISCUSSION
1. DISCUSSION OF A PROPOSAL TO MOVE FORWARD WITH A
PHARMACEUTICAL STEWARDSHIP PROGRAM IN WHATCOM COUNTY
(AB2017 -226)
Anne Deacon, Health Department, introduced a proposed ordinance for requiring
pharmaceutical medication take -back and disposal.

Amy Hockenberry, Health Department, reported on the policy brief in the Council
packet regarding opioid addiction.
Jeff Hegedus, Health Department, continued the staff report on the environmental
benefits of the proposed program.
