CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 2:05 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner and Todd Donovan
Absent: Ken Mann
Also Present: Barry Buchanan and Satpal Sidhu
SPECIAL PRESENTATION
I. PRESENTATION REGARDING THE WHATCOM CONSERVATION DISTRICT'S
FIREWISE PROGRAM (AB2017 -248)
George Boggs, Whatcom Conservation District, introduced the presenters.
Wayne Chaudiere, Conservation District, submitted and read from a presentation (on
file) on the Firewise Program. He described past partnership with the State Department of
Natural Resources, grants they've received, and the technical assistance he provides. He
answered questions on the annual cost, other communities with Firewise programs, and the
specific fire risk from fire in the tree canopy and embers.
Jenny Coe, Conservation District, answered questions about using chipping in other
programs.
Councilmembers discussed the Conservation District making a proposal for a .5 full
time equivalent (FTE) employee for the program in the next budget cycle.
Joe Rutan, Public Works Department, described the County's chipping program.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE ESTABLISHING THE SPEED LIMIT ON A PORTION OF THE
NORTH SHORE ROAD (AB2017 -196A)
Joe Rutan, Public Works Department, submitted a handout (on file) and gave a staff
report and answered questions about the speed limits in on different roads in the area and
getting more information from a citizen who spoke at the public hearing on July 25, 2017.
Brenner moved to hold in Committee to get more information from the gentleman
who spoke.
