CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 2:47 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Carl Weimer, Barbara Brenner, and Rud Browne
Absent: None
Also Present: Todd Donovan, Barry Buchanan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. ORDINANCE AMENDING WHATCOM COUNTY CODE TITLE 20 ZONING AND
THE WHATCOM COUNTY COMPREHENSIVE PLAN RELATING TO CUMULATIVE
IMPERVIOUS SURFACE COVERAGE STANDARDS (ITEM SCHEDULED FOR
INTRODUCTION THIS EVENING) (AB2017 -195)
The following staff answered questions:
• Gary Davis, Planning and Development Services Department, gave a staff
report
• Ryan Ericson, Planning and Development Services Department
Browne moved to recommend Introduction at the evening meeting.
Davis answered questions on the new maximum amount of impervious surfaces
allowed, projects still being subject to stormwater regulations and other rules, being
consistent with court rulings, maintaining habitat and water quality, and roofed areas being
considered impervious.
The motion to amend carried by the following vote:
Ayes: Weimer, Brenner, and Browne (3)
Nays: None (0)
OTHER BUSINESS
There was no other business.
