6 Council Chair Barry Buchanan called the meeting to order at 11:50 a.m. in the
7 Council Conference Room, 311 Grand Avenue, Bellingham, Washington.

11 Present: Barbara Brenner, Satpal Sidhu, Rud Browne, Barry Buchanan, Ken
12 Mann, Todd Donovan and Carl Weimer

15 COMMITTEE DISCUSSION

17 1. UPDATE ON NEGOTIATIONS AND STRATEGY PLANNING DISCUSSION REGARDING
18 COLLECTIVE BARGAINING (AB2017 -018)
19 Attorney Present: None

21 Buchanan stated that discussion of agenda item one may take place in executive
22 session pursuant to RCW42.30.140 (4)(a). Executive session will conclude no later than
23 1:30 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
24 meeting to make a public announcement.

26 Donovan moved to go into executive session until no later than 1:30 p.m. to
27 discuss the agenda items pursuant to RCW citations as announced by the Council Chair.
28 The motion was seconded.

30 The motion carried by the following vote:
31 Ayes: Sidhu, Brenner, Browne, Buchanan, Mann, Donovan and Weimer (7)
