PRESENTATION BY WHATCOM COUNTY PUBLIC WORKS NATURAL 22 RESOURCES STAFF ON CURRENT PROGRAMS, LEVEL OF SERVICE, AND 2016 23 ACCOMPLISHMENTS (AB2017 -160) 24 25 Gary Stoyka, Public Works Department, referenced and read through the 2016 26 annual report in the Council packet. He answered questions and councilmembers 27 discussed: 28 . Whether wild clematis is an invasive species. 29 . The grant funding process for the Marine Resources Committee. 30 • A dog trained to detect fecal coliform and other sewage pollution. 31 . The efficacy of DNA testing for fecal coliform sources. 32 . The total number of staff working on pollution identification and control (PIC) 33 program across all departments and the source of funding for those positions. 34 . Reimbursement for transitioning lawns to native plants through the 35 homeowner incentive program (HIP). 36 • Waiving fees versus financial reimbursements for people who transition their 37 properties to native vegetation. 38 • Whether everyone in the Lake Whatcom watershed should pay some kind of 39 fee if their property contributes phosphorous to the lake. 40 • Using phosphorous free detergent. 41 . Whether acidification from Asia is considered a cause for salmon and marine 42 problems. 43 . The participants in and process for the countywide water supply task force. 44 ■ The impact of the Hirst decision on the Coordinated Water Supply Plan 45 (CWSP). 46 . Long -term plans for implementation of programs and solutions to water 47 problems. 48 • Staff and funding for watershed resources management and planning. 49 50 51 OTHER BUSINESS 52 53 There was no other business.
