ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Barry Buchanan, and Barbara Brenner COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on and the councilmembers discussed the following items: • A recent meeting with the Point Roberts Voters' Association • The developing jail facilities use agreement (JFUA) COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION AUTHORIZING AN INTERLOCAL COOPERATION AGREEMENT WITH OTHER MUNICIPALITIES IN SKAGIT COUNTY, WHATCOM COUNTY, AND ISLAND COUNTY, AGREEING TO PARTICIPATE AS A MEMBER OF A REGIONAL CONSORTIUM THAT WILL QUALIFY THE AREA FOR ADDITIONAL FUNDING TO ADDRESS HOMELESSNESS AND THE SHORTAGE OF HOMES AFFORDABLE TO LOWER -WAGE WORKERS AND OTHERS (AB2017 -142) Mann moved to recommend approval to the full Council. The following answered questions: • Anne Deacon, Health Department • Paul Schissler, consultant • Barbara Johnson, Health Department Councilmembers discussed their support for affordable housing in the community, the inclusion of Island County in the consortium, the number of people in all counties who can't afford their housing, how rental assistance is administered, the current number of homeless people in Whatcom County, the rate of homelessness along the entire West Coast, the allocation of proceeds among the three counties in the consortium, informing people in need about the program, the comparative demand, and whether Medicaid can be used for housing. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER 6 INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 7 AND THE CITY OF BELLINGHAM FOR MANAGEMENT AND OPERATION 8 OF THE JOINT CITY - COUNTY AQUATIC INVASIVE SPECIES 9 WATERCRAFT INSPECTION PROGRAM FOR LAKE WHATCOM AND 10 LAKE SAMISH, IN THE AMOUNT OF $246,000 (COUNCIL ACTING AS 11 THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF 12 SUPERVISORS) (AB2017 -148) 13 14 Mann moved to recommend approval to the Board of Supervisors. 15 16 Gary Stoyka, Public Works Department, answered questions on the reasons for the 17 cost increase, which include increased staff, a longer inspection season, and more 18 inspection stations; identifying options for reducing costs; and boat cleaning fees. 19 20 The motion carried by the following vote: 21 Ayes: Browne, Mann, and Sidhu (3) 22 Nays: None (0) 23 24 25 COUNCIL "CONSENT AGENDA" ITEMS 26 27 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER 28 INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND 29 NORTHWEST YOUTH SERVICES TO PROVIDE FUNDING FOR 30 PERSONNEL COSTS ESSENTIAL TO FACILITY OPERATIONS AT 31 NORTHWEST YOUTH SERVICE'S POSITIVE ADOLESCENT 32 DEVELOPMENT FACILITY, IN THE AMOUNT OF $50,000, FOR A TOTAL 33 AMENDED AMOUNT OF $255,000 (AB2017 -143) 34 35 Sidhu moved to recommend approval to the full Council. 36 37 The following staff answered questions: 38 Barbara Johnson, Health Department 39 Jack Louws, County Executive 40 41 Staff answered questions about other youth services programs, the loss of federal 42 funds, and increased costs. 43 44 The motion carried by the following vote: 45 Ayes: Browne, Mann, and Sidhu (3) 46 Nays: None (0) 47 48 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER 49 INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 50 AND THE CITY OF BELLINGHAM FOR MAINTENANCE AND OPERATION Finance and Administrative Services Committee, 5/2/2017, Page 2 OF THE CRISIS TRIAGE FACILITY, IN THE AMOUNT OF $59,900 (AB2017 -144) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF SOCIAL AND HEALTH SERVICES (DSHS) TO SPECIFY THE PROCEDURE BY WHICH DSHS WILL ASSESS AND ADJUST THE LONG -TERM PAYABLE THAT IS PROVIDED TO THE COUNTY (AB2017 -145) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO APPROVE THE COLLECTIVE BARGAINING AGREEMENT BETWEEN WHATCOM COUNTY AND GENERAL TEAMSTERS' LOCAL UNION NO. 231 FOR THE PERIOD OF MAY 2, 2017, THROUGH DECEMBER 31, 2018 (AB2017 -146) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 5. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND NORTH SOUND BEHAVIORAL HEALTH ORGANIZATION LLC TO ENSURE THAT REVENUE FROM THE SALE OF MARIJUANA AND CANNABIS PRODUCTS IS USED FOR SUBSTANCE USE DISORDER TREATMENT AND PREVENTION SERVICES FOR MIDDLE SCHOOL AND HIGH SCHOOL AGED YOUTH, IN THE AMOUNT OF $288,000 (AB2017- 147) Mann moved to recommend approval to the full Council.
