ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara Brenner COUNTY EXECUTIVE'S REPORT There was no report. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. REQUEST CONFIRMATION OF THE COUNTY EXECUTIVE'S RE- DESIGNATION OF THE PORT OF BELLINGHAM AS THE COUNTY'S ADO (ASSOCIATE DEVELOPMENT ORGANIZATION) TO COORDINATE COMMUNITY AND ECONOMIC DEVELOPMENT SERVICES WITH THE WASHINGTON STATE DEPARTMENT OF COMMERCE (AB2017 -069A) Rob Fix, Port of Bellingham, spoke about the Port's search for an executive director of economic development to help change the way the Port will engage in economic development efforts. Other changes include increased staffing and establishing a board. He hopes the Council will reappoint the Port as the ADO. He answered questions about when the Port began making changes, whether the Port has been successful, emphasizing the community's assets to attract new business, investing in economic development, and engaging with the different community business groups. Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. ORDINANCE AMENDING THE 2017 WHATCOM COUNTY BUDGET, FOURTH REQUEST, IN THE AMOUNT OF $382,327 (AB2017 -126) Sidhu moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) , 4. ORDINANCE AMENDING ORDINANCE 2014 -083 (ESTABLISHMENT OF THE CEDAR HILLS /EUCLID STORM WATER IMPROVEMENTS FUND AND A PROJECT BASED BUDGET FOR THE CEDAR HILLS /EUCLID STORM WATER IMPROVEMENTS) FOR THE FOURTH TIME TO ADD $36,909 OF EXPENDITURE AUTHORITY, FOR A TOTAL AMENDED PROJECT BUDGET IN THE AMOUNT OF $1,792,495 (AB2016 -275B) Sidhu moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 5. ORDINANCE AMENDING ORDINANCE 2012 -050 (ESTABLISHMENT OF THE BIRCH BAY DRIVE AND PEDESTRIAN FACILITY PROJECT FUND AND A PROJECT BASED BUDGET FOR THE BIRCH BAY DRIVE AND PEDESTRIAN FACILITY) FOR THE THIRD TIME TO ADD $900,000 OF EXPENDITURE AUTHORITY, FOR A TOTAL AMENDED PROJECT BUDGET IN THE AMOUNT OF $3,600,000 (AB2017 -079A) Sidhu moved to recommend adoption to the full Council. Jim Karcher, Public Works Department, answered questions on the reason for the cost increase, which is to address the remaining property owners. Jon Hutchings, Public Works Department Director, gave a staff report and answered questions on the processes for design, property acquisition, and construction. Jack Louws, County Executive, answered questions on the process for asking the Council for more budget authority. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 6. RESOLUTION SETTING A HEARING TO SELL TAX -TITLE PROPERTY BY PUBLIC AUCTION, REQ. #TR2017 -02 (AB2017 -131) Finance and Administrative Services Committee, 4/18/2017, Page 2 Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 7. RESOLUTION SETTING A HEARING TO SELL TAX -TITLE PROPERTY BY PUBLIC AUCTION, REQ. #TR2017 -03 (AB2017 -132) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) S. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND FIRE DISTRICT #4 TO REIMBURSE THE DISTRICT FOR LOST REVENUE RESULTING FROM PASSAGE OF THE COUNTYWIDE EMS LEVY (AB2017 -136) Sidhu moved to recommend approval to the full Council. Tyler Schroeder, Executive's Office, submitted a handout (on file), gave a staff report, and answered questions about the amount going to each district per year and how the additional emergency medical services (EMS) levy money will be spent. Jack Louws, County Executive, continued the staff report. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 9. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND FIRE DISTRICT #11 TO REIMBURSE THE DISTRICT FOR LOST REVENUE RESULTING FROM PASSAGE OF THE COUNTYWIDE EMS LEVY (AB2017 -137) Mann moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY OF SUMAS TO OPERATE A SENIOR ACTIVITY CENTER PROGRAM AT THE SUMAS COMMUNITY CENTER (AB2017 -134) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3, REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AUTHORIZE THE PURCHASE OF RADIOS AND RELATED ACCESSORIES (AS NEEDED) USING WASHINGTON STATE CONTRACT #06913 FROM VENDORS HARRIS FRCD, JVC KENWOOD, AND MOTOROLA SOLUTIONS, IN AN AMOUNT NOT TO EXCEED $100,000 (AB2017 -135) Mann moved to recommend approval to the full Council.
