ROLL CALL Present: Barbara Brenner, Todd Donovan, and Ken Mann Absent: None Also Present: Barry Buchanan, Rud Browne, and Satpal Sidhu SPECIAL PRESENTATION 1. PUBLIC DEFENDER'S OFFICE TO PRESENT ITS ANNUAL REPORT (AB2017- 068) Jon Komorowski, Public Defender, introduced the presentation. Starck Follis, Public Defender's Office, submitted a handout (on file) and gave a presentation on attorney involvement and training; statewide recognition for several public defender staff members; their efforts to divert people out of the criminal justice system; community involvement of the department's staff; and the benefits of communication and coordination among his staff, the Prosecutor's Office, the Sheriff's Office, and the courts. He answered questions on caseload standards and the importance of family and community support. Darrin Hall, Public Defender's Office, gave a presentation and update on the County's mental health court. Angela Anderson, Public Defender's Office, gave an update on her involvement with the Incarceration Prevention & Reduction Task Force, including the pretrial risk assessment tool being considered and developed. Maialisa Vanyo, Public Defender's Office, gave an update on the County's drug court and answered questions on drug court participants who also have mental health issues. Amy Jones, Public Defender's Office, gave an update on her work with juvenile offenders and answered questions about expunging or sealing a juvenile's record. Felicia Lynn, Public Defender's Office, described her role as a behavioral health specialist in the Public Defender's Office and answered questions about co- occurring mental health and substance use disorders and her caseload. COMMITTEE DISCUSSION 1. UPDATE ON REQUIREMENTS FOR HOME OCCUPATION APPROVAL (AB2017- 055) Tyler Schroeder, Executive's Office, reported on a staff effort to define the larger policy discussion regarding the home occupation code. Public Works, Health, and Safety Committee, 5/2/2017, Page 1 2 Nick Smith, Planning and Development Services Department, submitted a memo (on 3 file) and answered questions on restrictions on shared driveways, how to manage traffic 4 impacts on neighbors, the average daily trip (ADT) thresholds, the same traffic provision in 5 both the home occupation and cottage industry codes, putting language in the code about 6 homes that are used as event venues, residential road classifications, and easement 7 language. 9 Royce Buckingham, Prosecutor's Office, answered questions on whether an appeal of 10 the Keeley case can go to the County Council. 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 Brian Keeley stated code requirements and guidelines regarding traffic may need to be more specific in terms of access to properties with home occupation or cottage industries, to determine impacts on neighbors. Consider the full impacts of home occupations and cottage industries. Smith asked if the committee would like staff to proceed with amending the code per the suggestion in his memo. Councilmembers indicated they would be willing to address a specific problem, but not reopen the whole code on home occupations and cottage industries. Keeley stated shared driveways also have shared maintenance costs and safety concerns. Councilmembers stated they are interested in staff clarifying the ADT requirements for home occupations.
