CALL TO ORDER
Committee Member Ken Mann called the meeting to order at 10:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COUNTY EXECUTIVE'S REPORT
Jack Louws, County Executive, reported on the following items:
• The tunnel project in Seattle
• Jail Facility Use Agreement
COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON
STATE PARKS AND RECREATION COMMISSION TO CONDUCT WATER
PATROLS DURING THE PEAK BOATING PERIOD, IN THE AMOUNT OF
$18,374.57 (AB2017 -116)
Sidhu moved to recommend approval to the full Council.

GENERAL TERMS AND CONDITIONS FOR ALL CONTRACTS BETWEEN

Sidhu moved to recommend approval to the full Council.
Tyler Schroeder, Executive's Office, answered questions about how often they go
through the terms of the agreement.

GENERAL TEAMSTERS' LOCAL UNION NO. 231, CORRECTIONS DEPUTIES
AND SERGEANTS, FOR THE PERIOD OF APRIL 4, 2017, THROUGH DECEMBER
31, 2018 (AB2017 -118)
Sidhu moved to recommend approval to the full Council.

contract.

THE INTERNATIONAL ORGANIZATION OF MASTERS, MATES AND PILOTS,
AND THE INLANDBOATSMEN'S UNION, FOR THE PERIOD OF APRIL 4, 2017,
THROUGH DECEMBER 31, 2018 (AB2017 -119)
Sidhu moved to recommend approval to the full Council.
Nan Kallunki, Administrative Services Department, answered questions on the reason
for the three -year and two -year contracts.

ENGINEERS, LOCAL 17, FOR THE PERIOD OF APRIL 4, 2017, THROUGH

THE AMOUNT OF $1,545,861 (AB2017 -121)

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO CO_UNCIL
1. RESOLUTION UPDATING THE APPENDIX OF THE 2015 COMPREHENSIVE
ECONOMIC DEVELOPMENT STRATEGY (AB2017 -115)
Jack Louws, County Executive, gave a staff report on the Comprehensive Economic
Development Strategy (CEDS) list history and process. He answered questions about
whether the process is successful or can be done better and the difference between the
strategy and this appendix list.
Browne submitted a handout of a proposed addition to the list (on file). He moved
to add an item to the list to target growth of family wage employment.
Councilmembers and staff discussed making it a priority to protect family -wage jobs
and the tax base, whether or not they should replace the economic development
organizations, the County's role in attracting business to the community, whether the
economic development investment (EDI) funds would be spent on projects by the County or
another economic development agency, the success of the local Associate Development
Organization (ADO), and reactive versus proactive plans for economic development in
communities.
The motion to amend carried by the following vote:
Ayes: Browne, Mann, and Sidhu (3)
Nays: None (0)
Browne moved to recommend approval to the full Council, with the exception of
the West Horton Road project, for which he must abstain from voting.
Councilmembers discussed getting information on every cent spent on the Civic
Center remodel, the difference between the Birch Bay Beach park development project
versus the Birch Bay pedestrian facility, whether the Smith Road /Northwest Road
roundabout is unnecessary, how the Lake Whatcom trails won't cause more people to enter
the Lake Whatcom watershed and create environmental impediments, West Horton Road
projects creating traffic problems, creating more infrastructure on Axton Road to prepare for
increased traffic in the future, and upcoming State traffic studies.
