CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:17 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Rud Browne, Ken Mann, and Satpal Sidhu
Absent: None
Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara
Brenner
COUNTY EXECUTIVE'S REPORT
Jack Louws, County Executive, reported on the following items:
• The work of the Public Works Department during recent weather events.
• A recent trip to Olympia to meet with legislators regarding water and capital
needs.
Councilmembers discussed the possibilities for a solution to the Hirst decision from
the State legislature.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. RESOLUTION ACCEPTING THE TREASURER'S LIST OF PETITIONS FOR TAX
REFUNDS (AB2017 -058)
Mann moved to recommend approval to the full Council.
Councilmembers discussed the impact over the next 20 years of the increasing
number of senior citizens and their income level and what are some of the refund reasons
and acronyms.
(Discussion continued at the end of the meeting.)
2. RESOLUTION AMENDING RESOLUTION 2016 -051 IN THE MATTER OF
ADOPTING A SALARY SCHEDULE AND POLICIES FOR WHATCOM COUNTY
UNREPRESENTED EMPLOYEES, EFFECTIVE JANUARY 1 THROUGH DECEMBER
31, 2017 (AB2017 -059)
Mann moved to recommend approval to the full Council.
The motion carried by the following vote:

3 CONTRACT BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT
4 AND EDGE ANALYTICAL, INC. TO PROVIDE LABORATORY ANALYSIS OF
5 SURFACE WATER SAMPLES FOR BACTERIA ANALYSIS, IN THE AMOUNT OF
6 $85,600 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL
7 ZONE DISTRICT BOARD OF SUPERVISORS) (AB2017 -060)

9 Mann moved to recommend approval to the full Council acting as the Flood Control
10 Zone District Board of Supervisors.

12 Tyler Schroeder, Executive's Office, stated this is for the pollution identification and
13 control (PIC) program.

21 GEARIETY, ATTORNEY, FOR PROFESSIONAL LABOR NEGOTIATOR SERVICES,
22 IN THE AMOUNT OF $46,377, FOR A TOTAL AMENDED AMOUNT OF $86,376

36 Steve Oliver, Treasurer, answered questions on the acronyms in the resolution, the
37 meaning of certain refund reasons, the senior exemption program, the purpose of the
38 resolution to provide transparency regarding exemptions, certain exemptions that were
39 several thousand dollars, and the Council's retroactive approval.
