ROLL CALL Present: Carl Weimer, Barbara Brenner, and Rud Browne Absent: None Also Present: Todd Donovan, Barry Buchanan, Barry Buchanan, and Ken Mann COMMITTEE DISCUSSION 1. DISCUSSION OF PROPOSED COMPREHENSIVE PLAN AMENDMENTS RELATING TO THE CHERRY POINT URBAN GROWTH AREA (AB2017 -063) Matt Aamot, Planning and Development Services Department, submitted and read from a presentation (on file) and answered questions. The following staff also answered questions: • Royce Buckingham, Prosecutor's Office • Forrest Longman, Council Policy Analyst Councilmembers discussed whether the Council needs to have a public hearing, a challenge of the State Environmental Policy Act (SEPA) determination, making sure all the language references unrefined fossil fuels, whether the Council should make changes before a public hearing, whether they should reference the Magnuson Amendment, the limit on the number of industrial piers, whether a fourth pier would discourage clean and low carbon emitting technology industries at Cherry Point, allowing exports only to other North American destinations, the proposal for an ongoing study by the end of 2017 or 2018 of legal ways to limit fossil fuel exports from Cherry Point, safety versus job creation from allowing fossil fuel exports, not creating regulations that discourage clean industry from locating at Cherry Point, the reason for removing language about additional hardening of the shoreline, not putting regulations in the Comprehensive Plan, and the process going forward. This item is held in Committee until March 7, 2017. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1.
