ROLL CALL Present: Barbara Brenner, Rud Browne, and Ken Mann Absent: None Also Present: Barry Buchanan, Todd Donovan, Satpal Sidhu, and Carl Weimer COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION ADOPTING AN UPDATE TO THE WHATCOM COUNTY COMPREHENSIVE SOLID AND HAZARDOUS WASTE MANAGEMENT PLAN (AB2016 -302) Jeff Hegedus, Health Department, gave a staff report and answered questions about approval by the Department of Ecology, a City of Bellingham bid process for recycling and disposal services, the history of and reasons for the County's flow control ordinance, the intent of the County's jurisdiction over the garbage, and the difference in priorities between the plan and the City's bid document. Forrest Longman, County Council Office, submitted a City of Bellingham memo regarding City of Bellingham RFP 33B -2016 (on file). . Councilmembers continued to discuss the City of Bellingham request for proposals (RFP) for solid waste disposal services, and how the RFP differs from the comprehensive solid and hazardous waste management plan. Browne moved to ask the City of Bellingham to pause their bid process and to ask for an explanation of how the inclusion of the requirement for ownership of a facility doesn't result in reducing competition and increasing costs, and how the plan is compatible with the shared comprehensive plan. The motion was seconded. The motion carried by the following vote: Ayes: Brenner, Browne, and Mann (3) Nays: None (0) Browne moved to hold the resolution in Committee until they get an update from the City of Bellingham. Public Works, Health, and Safety Committee, 10/11/2016, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 Councilmembers discussed how cutting operational costs can lower the overall capital cost of the jail over the life of the jail, comparing the projected capital and operating costs of a new facility with the costs outlined in this report, and which existing problems won't be solved by spending money on the observed deficiencies and predicted renewal costs. Jack Louws, County Executive, stated staff and the contractor can compare the costs of this report with the projected costs of a new facility as a next step. OTHER BUSINESS There was no other business.
