Councilmembers discussed how cutting operational costs can lower the overall
capital cost of the jail over the life of the jail, comparing the projected capital and operating
costs of a new facility with the costs outlined in this report, and which existing problems
won't be solved by spending money on the observed deficiencies and predicted renewal
costs.
Jack Louws, County Executive, stated staff and the contractor can compare the costs
of this report with the projected costs of a new facility as a next step.
