CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 10:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Carl Weimer, Satpal Sidhu and Todd Donovan
Absent: None
Also Present: Barbara Brenner, Ken Mann, Rud Browne, Barry Buchanan
COMMITTEE DISCUSSION
1, DISCUSSION REGARDING WAYS TO INCREASE AND IMPROVE
COMMUNICATION WITH CHERRY POINT INDUSTRIES TO BETTER
UNDERSTAND THE BENEFITS AND IMPACTS OF CURRENT AND FUTURE
OPERATIONS (AB2016 -290)
Weimer stated the Committee needs to discuss how they would like to hear from
both sides of the issues. Create a schedule to invite different Cherry Point industries to
make presentations to the Natural Resources Committee to educate the councilmembers on
their operations.
The councilmembers discussed the importance of government review of business
activities; restricting the conversation to unrefined, not refined, fossil fuel use; efforts of
local Cherry Point business to implement better, more efficient, technology, and; inviting
the Department of Natural Resources (DNR) to also speak to the committee on activities in
the Cherry Point area.
Tony Larson spoke about the process for allowing the Cherry Point Coalition to
provide input to the specific policy issues and the inability of the corporations to speak
about their future plans.
Weimer stated the Planning Commission is beginning its process for reviewing the
amendments.
The councilmembers continued to discuss changes to the Planning Commission
representing the new five Council districts.
Pete Simm, BP Cherry Point Refinery, spoke about their desire to talk more to the
Council about BP's business and provide input to the Comprehensive Plan Chapter 2
amendments.
Jeff Callender, Phillips 66, spoke about their interest in participating in the process.

Carole Perry spoke about the improvements that Cherry Point companies have made
to their operations for safety and efficiency and about the variety of businesses that operate
around Whatcom County.
OTHER BUSINESS
There was no other business.
