ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Carl Weimer, and Barbara Brenner COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items: • River and Flood Division's award for excellence in floodplain management • Supreme Court ruling on Comprehensive Plan water policy SPECIAL PRESENTATION 1. COUNTY EXECUTIVE JACK LOUWS TO PRESENT AN OVERVIEW OF THE 2017- 2018 BIENNIUM BUDGET (AB2016 -198A) Jack Louws, County Executive, submitted and read from handouts and a presentation (on file) on his priorities for the budget. His proposed spending plan is not sustainable without approval of the emergency medical services (EMS) ballot measure. Tyler Schroeder, Executive's Office, continued the presentation and described the Executive's proposed budget documents available on the County website. Louws submitted and referenced a handout (on file) and concluded the presentation on the status of the general fund. He answered questions on the anticipated 3.5 percent sales tax increase, how often the budget and capital project information on the website will be updated, identifying how much is spent on personnel versus services and projects, making sure that any network hardware purchases are from the Department of Defense (DOD) approved list, and accessing revenue information by department. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE CLOSING THE SUPERIOR COURT FOURTH JUDGE COURTROOM RENOVATION PROJECT FUND (AB2016 -288) Sidhu moved to recommend adoption to the full Council. Finance and Administrative Services Committee, 10/11/2016, Page 1 1 2 The motion carried by the following vote: 3 Ayes: Browne, Mann, and Sidhu (3) 4 Nays: None (0) 5 6 Jack Louws, County Executive, spoke about the success of the project -based fund 7 process. 8 9 2. RESOLUTION ORDERING THE CANCELLATION OF UNCLAIMED CHECKS MORE 10 THAN TWO YEARS OLD (AB2016 -296) 11 12 Sidhu moved to recommend approval to the full Council. 13 14 Brad Bennett, Administrative Services Department, answered questions about what 15 happens to the funds and if checks are still honored. 16 17 The motion carried by the following vote: 18 Ayes: Browne, Mann, and Sidhu (3) 19 Nays: None (0) 20 21 22 COUNCIL "CONSENT AGENDA" ITEMS 23 24 1. RESOLUTION APPROVING THE 2017 RECOMMENDED CONVENTION CENTER 25 ALLOCATIONS FOR TOURISM RELATED FACILITIES AND ACTIVITIES AS 26 DEFINED THROUGH RCW 67.28.1816 (AB2016 -297) 27 28 Mann moved to recommend approval to the full Council. 29 30 Jack Louws, County Executive, answered questions and the councilmembers 31 discussed future uses of these funds and public expectations on spending, given the name 32 of the fund. 33 34 The motion carried ,by the following vote: 35 Ayes: Browne, Mann, and Sidhu (3) 36 Nays: None (0) 37 38 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 39 COOPERATIVE AGREEMENT BETWEEN WHATCOM COUNTY AND THE 40 COMMODITY CREDIT CORPORATION FOR THE AGRICULTURAL 41 CONSERVATION EASEMENT PROGRAM, IN THE AMOUNT OF $543,020 42 (AB2016 -298) 43 44 This item was withdrawn from the agenda. 45 46 Mark Personius, Planning and Development Services Department, stated there is 47 more editing to do on the document. 48 49 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -50 50 AND ENTER INTO A CONTRACT FOR THE 2016 SWIFT CREEK REMOVAL 51 PROJECT TO LOW BIDDER STRIDER CONSTRUCTION, IN THE AMOUNT OF 52 $357,724.50 (AB2016 -299) 53 Finance and Administrative Services Committee, 10/11/2016, Page 2 1 Sidhu moved to recommend approval to the Flood Control Zone District Board of 2 Supervisors. 3 4 The motion carried by the following vote: 5 Ayes: Browne, Mann, and Sidhu (3) 6 Nays: None (0) 7 8 4. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -52 9 AND ENTER INTO A CONTRACT FOR THE MARINE DRIVE /BNSF BRIDGE #172 10 BICYCLE WARNING SYSTEM TO LOW BIDDER SAIL ELECTRIC, INC., IN THE 11 AMOUNT OF $101,420 (AB2016 -300) 12 13 Mann moved to recommend approval to the full Council. 14 15 Joe Rutan, Public Works Department, gave a staff report and answered questions 16 about an alternative route across the tracks. 17 18 Jim Karcher, Public Works Department, answered questions on how the bicycle 19 warning system works. 20 21 The councilmembers discussed how a potential nearby rail crossing closure may 22 impact surrounding routes. 23 24 The motion carried by the following vote: 25 Ayes: Browne, Mann, and Sidhu (3) 26 Nays: None (0) 27 28 S.
