Committee Chair Rud Browne called the meeting to order at 11:10 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Councilmembers discussed how and why the health costs have increased, if they can
avoid it next year, the status of the claims reserve, anticipating a presidential preference
primary, and collecting one percent of campaign contributions to fund elections.
