CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, SIXTEENTH
REQUEST, IN THE AMOUNT OF $14,370 (AB2016 -305)
Sidhu moved to recommend approval to the full Council.
The motion carried by the following vote:

COUNCIL "CONSENT AGENDA " ITEMS
1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON
STATE DEPARTMENT OF ECOLOGY TO FUND ADMINISTRATIVE AND ACTION
PROJECTS FOR THE WHATCOM COUNTY MARINE RESOURCES COMMITTEE,
IN THE AMOUNT OF $73,000 (AB2016 -311)
Sidhu moved to recommend approval to the full Council.

2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND PACIFIC SURVEYING &
ENGINEERING SERVICES, INC. TO PROVIDE ON -CALL PROFESSIONAL LAND
SURVEYING SERVICES FOR 2016 -2017, IN AN AMOUNT NOT TO EXCEED
$100,000 (AB2016 -312)

Sidhu moved to recommend approval to the full Council.
Mann stated he will abstain due to work he is doing with this client.
Jim Karcher, Public Works Department, answered questions about whether the
County has contracts with this client and the request for qualifications (RFQ) process.
The motion carried by the following vote:

3. REQUEST APPROVAL FOR THE PUBLIC WORKS DEPARTMENT'S REQUEST FOR
ECONOMIC DEVELOPMENT INVESTMENT (EDI) GRANT FUNDING FOR THE
BIRCH BAY DRIVE AND PEDESTRIAN FACILITY PROJECT, IN THE AMOUNT
OF $500,000 (AB2016 -313)
Sidhu moved to recommend approval to the full Council.
Councilmembers discussed how jobs would be created by this project and the
difference between project descriptions and scoring.
Jack Louws, County Executive, answered questions about the scoring system and
finding a new application review agency.
Roland Middleton, Public Works Department, answered questions about whether the
pedestrian facility is part of a bigger project in Birch Bay and new tourism - related jobs that
may result from this project.
Councilmembers discussed how to review the application criteria and scoring process.
The motion carried by the following vote:

4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND THE WASHINGTON STATE
MILITARY DEPARTMENT TO SUSTAIN AND ENHANCE THE WHATCOM
COUNTY SHERIFF'S OFFICE DIVISION OF EMERGENCY MANAGEMENT
PROGRAM WITH FUNDING FROM THE US DEPARTMENT OF HOMELAND
SECURITY EMERGENCY MANAGEMENT PERFORMANCE GRANT PROGRAM, IN
THE AMOUNT OF $72,364 (AB2016 -314)
Sidhu moved to recommend approval to the full Council.

5. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND THRIVE WASHINGTON TO
IMPLEMENT THE NURSE - FAMILY PARTNERSHIP PROGRAM, IN THE AMOUNT
OF $175,881.37 (AB2016 -315)

6. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A
PROGRAM AGREEMENT AND LEASE BETWEEN WHATCOM COUNTY AND
POINT ROBERTS PARK & RECREATION DISTRICT TO OPERATE A SENIOR
ACTIVITY CENTER PROGRAM AT THE POINT ROBERTS COMMUNITY CENTER
IN THE AMOUNT OF $2,000 (AB2016 -316)
Mann moved to recommend approval to the full Council.
Brenner asked for a future report about the elderly having problems getting on a
working Medicare program.
The motion carried by the following vote:
Ayes: Browne, Mann, and Sidhu (3)
Nays: None (0)
OTHER BUSINESS
Browne stated he is concerned about problems with the amount of work required of
the Facilities Division, and that it may need supplementary management. He has concerns
with recent bids for making certain changes to the Chambers that seem too expensive.
Jack Louws, County Executive, stated they can discuss it further at the budget
presentation this afternoon. He would like to hire a special projects manager to help with
the upcoming projects.
