CALL TO ORDER
Council Chair Barry Buchanan called the meeting to order at 12:21 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Ken Mann, Satpal Sidhu, Carl Weimer, Todd
Donovan, Rud Browne and Barry Buchanan.
Absent: None.
COMMITTEE DISCUSSION
1. DISCUSSION WITH LEGISLATIVE ANALYST FORREST LONGMAN REGARDING
BUDGET REVIEW AND WORK ASSIGNMENTS (AB2016 -294)
Forrest Longman, County Council Legislative Analyst, asked for Council feedback on
their expectations for the biennial budget review. He submitted a handout of a sample form
for submitting budget amendments (on file).
Tyler Schroeder, Executive's Office, answered questions on departments'
presentations to Council.
Jack Louws, County Executive, stated he will present a budget introduction to Council
on October 12, 2016.
Councilmembers asked for information on full -time employee (FTE) and program
gains or losses and capital facilities plans.
Longman stated the councilmembers can complete the budget amendment form and
return it to him, and he will distribute to the councilmembers.

There was no other business.
