9 Council Chair Barry Buchanan called the meeting to order at 3:20 p.m. in the Council
10 Chambers, 311 Grand Avenue, Bellingham, Washington.

20 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL —
21 COMPREHENSIVE PLAN

23 1. ORDINANCE AMENDING THE COMPREHENSIVE PLAN DESIGNATION IN THE
24 SMITH ROAD /GUIDE MERIDIAN AREA FROM RURAL TO RURAL COMMUNITY
25 AND AMENDING THE OFFICIAL WHATCOM COUNTY ZONING MAP FROM 115A
26 TO RIM (SPECIFIED FITTINGS) (AB2016 -242)

28 Brenner moved to recommend approval to the full Council. The motion was
29 seconded.

31 Gary Davis, Planning and Development Services Department, stated he is available
32 for questions.

42 1. RESOLUTION ACCEPTING THE WHATCOM COUNTY COORDINATED WATER
43 SYSTEM PLAN 2016 UPDATE (AB2016 -192)

45 Browne moved to recommend approval to the full Council. The motion was
46 seconded.

48 Gary Stoyka, Public Works Department, submitted and read through a handout (on
49 file) on the Water Utility Coordinating Committee (WUCC) versions.

51 Brenner moved to amend to add language to the resolution that makes it clear
52 language was changed after WUCC approval. "WHEREAS after the finalization by the WUCC,

1 the Lummi Nation brought forward edits that were incorporated and were deemed
2 insignificant so it could move forward."

4 The motion was seconded.

6 Councilmembers and staff discussed who deemed the edits insignificant, the timeline
7 of comments received from the Lummi Nation and the WUCC review, and why it's necessary
8 to add a statement about insignificant changes made after WUCC review.

10 Browne moved to call the question. The motion was seconded

12 The motion to call the question carried by the following vote:
13 Ayes: Sidhu, Browne, Buchanan, and Weimer (4)
14 Nays: Brenner and Donovan (2)
15 Absent: Mann (1)

17 Brenner withdrew her motion to amend.

19 Donovan moved to amend to add a sentence, "WHEREAS Council received and
20 responded to additional comments from the Lummi Nation."

22 The motion was seconded.

34 2. RESOLUTION AMENDING RESOLUTION 2016 -027, REGARDING
35 COMPREHENSIVE PLAN AND ZONING AMENDMENTS (AB2016 -232A)

37 Brenner moved to recommend approval to the full Council. The motion was
38 seconded.

40 Councilmembers discussed whether the Council should forward a second option to
41 consider and whether to consider and vote on the Cherry Point amendments without
42 sending it to the Planning Commission.

46 Nays: Sidhu, Browne, Buchanan, Weimer and Donovan (5)

52 Gary Stoyka, Planning and Development Services Department, and Karen Frakes,
53 Prosecutor's Office, answered questions about the Comprehensive Plan update process,
Special Committee of the Whole, 8/9/2016, Page 2

including questions about conflicts with City of Bellingham and City of Lynden plans, how
they justify the amount of growth they're expecting each City to take, critical areas related
to the process for determining land capacity, how findings of fact are written, and how often
the Council can amend the Comprehensive Plan.
Linda Twitchell, Building Industry Association, spoke about the Bellingham City
Council work on the City Comprehensive Plan.
