HomeMy WebLinkAboutBoard of Health November 1 20161 Whatcom County Council 2 Board of Health 3 4 November 1, 2016 5 6 CALL TO ORDER 7 8 Council Chair Barry Buchanan called the meeting to order at 10:00 a.m. in the 9 County Council Chambers, 311 Grand Avenue, Bellingham, Washington. 10 11 12 ROLL CALL 13 14 Present: Barbara Brenner, Satpal Sidhu, Rud Browne, Barry Buchanan, Ken 15 Mann, Todd Donovan and Carl Weimer 16 Absent: None 17 18 19 1. PUBLIC SESSION 20 21 No one spoke. 22 23 2. DIRECTOR /HEALTH OFFICER REPORT 24 25 Dr. Greg Stern, Health Officer, updated the Board about children from Whatcom 26 County who have contracted acute flaccid myelitis. He answered questions about whether 27 the syndrome affects adults, associated viruses and possible causes, and the frequency of 28 occurrence. 29 30 Regina Delahunt, Health Department Director, spoke about the recent budget 31 presentation and the adopted vaping ordinance. 32 33 3. PUBLIC HEALTH ADVISORY BOARD UPDATE 34 35 Ben Schultz, Public Health Advisory Board (PHAB) Chair, updated the Board of Health 36 about the PHAB work on children and family public health strategies and focusing on policy 37 solutions. 38 39 Regina Delahunt, Health Department Director, spoke about the PHAB's efforts to 40 focus on policy while also dealing with programs. 41 42 4. TOBACCO 21 RESOLUTION 43 44 Resolution 2016 -041 45 46 Regina Delahunt, Health Department Director, gave a staff report on efforts to raise 47 the legal smoking age from 18 to 21. All the local boards are approving similar resolutions, 48 which will go to the State legislators. 49 50 51 Mann moved to approve the resolution. 52 53 The motion was seconded. Board of Health, 11/1/2016, Page 1 1 2 Browne stated he would like the resolution to include a data point on the County 3 statistics on tobacco use and its local consequences and costs. 4 5 Councilmembers discussed how to combat advertising at the point of sale. 6 7 The motion carried by the following vote: 8 Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, Weimer and Donovan (7) 9 Nays: None (0) 10 11 S. HEALTHY PLANNING RESOLUTION UDPATE AND NEXT STEPS 12 13 Astrid Newell, Health Department, read from a presentation in the Board packet (on 14 file). 15 16 Councilmembers discussed including a healthy economy; renumbering the visions for 17 healthier communities; expanding the language in the resolution to all kinds of 18 discrimination, not just racial or ethnic discrimination; amending the 2015 resolution at the 19 next Board of Health meeting; getting information from the PHAB to the Board about the 20 local food system language for the Comprehensive Plan, and; access to healthy food. 21 22 6. STRATEGIES FOR CHILD AND FAMILY HEALTH POLICY 23 24 Astrid Newell, Health Department, submitted a handout (on file) and introduced 25 PHAB member Dr. Chi -Na Stoane. 26 27 Dr. Chi -Na Stoane, Public Health Advisory Board (PHAB) Member, described the 28 process for making change and taking action; how a person develops the ability to deal with 29 change and stress from childhood, and; factors that prevent healthy family environments. 30 31 Councilmembers discussed parenting education, supporting women in the workforce, 32 educating the public and officials about reactive attachment disorder (RAD), and 33 encouraging extended family and elderly family members to be more involved in raising 34 children. 35 36 Rachel Lucy Cecka, Public Health Advisory Board (PHAB) Member, continued the 37 presentation and asked the Health Board to adopt an action plan for 2017. 38 39 Ben Schultz, Public Health Advisory Board (PHAB) Chair, referenced Board packet 40 page 17 and stated he encourages the Health Board to give direction to the PHAB. 41 42 Regina Delahunt, Health Department Director, answered questions. 43 44 The councilmembers discussed the items listed on page 17; whether the Board of 45 Health can influence County employee policies; getting buy -in from the community, law 46 enforcement, and others; expanding the nurse family partnership; creating model employee 47 policies for the County and also for employers throughout Whatcom County, and; getting 48 information on the County's current employment policies. 49 50 Newell stated the action items for today include adopting the theme for 2017 and 51 moving forward with the recommendations on Board packet page 17. Delahunt stated they will provide more specific information at the next meeting, ADJOURN The meeting adjourned at 11:30 a.m. The Council approved these minutes on December 6, 2016.
