ROLL CALL Present: Barbara Brenner, Rud Browne, and Ken Mann Absent: None Also Present: Barry Buchanan, Todd Donovan, and Satpal Sidhu COMMITTEE DISCUSSION 1. DISCUSSION OF RESOLUTION APPROVING THE WHATCOM COUNTY 2017 ANNUAL CONSTRUCTION PROGRAM (ACP) (AB2016 -284) Joe Rutan, Public Works Department, submitted a handout (on file), gave a staff report, and described the difference in the information on the six -year plan and the annual plan. He answered questions on whether the refurbishment of the Whatcom Chief will allow people more space to get in and out of their cars; setting aside money for road signs; whether the road would be widened in project CRP #915009, the Lake Whatcom Boulevard, Phase II; traffic calming on Bennett Drive, project CRP #916005; problems that need fixing on Slater Road /Haxton Way; widening and additional other costs of the Marine Drive project; and the process for acquiring right -of -way. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION REQUESTING REIMBURSEMENT FOR PUBLIC SAFETY COSTS DIRECTLY ASSOCIATED WITH THE MAY 7, 2016, DONALD J. TRUMP CAMPAIGN VISIT TO WHATCOM COUNTY (AB2016 -292) Donovan read a proposed amendment from Executive Louws. Mann moved to amend the resolution, "Whereas, Whatcom County Executive Jack Louws has communicated with the Nee f4imf g-t#e need to ch crcc d urcs rv�f ri, its -- crnv- its _Fesperis eve t seeurity on the futafme with the Lynden City Mayor encouraging the City to change its policies and requirements for event permits at the Northwest Washington Fairgrounds to adequately plan for public safety and event security along with the corresponding reimbursement of costs as appropriate; and." Browne asked for information on the Trump campaign negotiations with the Cities of Everett and Seattle. Jack Louws, County Executive, referenced Whatcom County Code (WCC) 5.04 regarding special event regulations and stated the Code may need to be amended to address political events. events.
