Amendment No. 1 to the Academy Road Storm Water Improvements Fund Project Budget requests additional
appropriation authority of $95,000 for a new Project Based Budget total of $1,204,000.

6 AMENDMENT NO. 1 TO ORDINANCE NO. 2014 -080 ESTABLISHING THE ACADEMY
7 ROAD STORM WATER IMPROVEMENTS FUND AND ESTABLISHING A PROJECT
8 BASED BUDGET FOR ACADEMY ROAD STORM WATER IMPROVEMENTS

10 WHEREAS, Academy Road storm water improvements has been identified as a
11 priority capital project in the County's Lake Whatcom Comprehensive Stormwater
12 Management Plan and for the City of Bellingham, and
13
14 WHEREAS, the project will treat runoff from approximately 80 acres and includes a
15 pretreatment unit, media filtration system, high flow bypass, and a vegetated buffer along
16 the lake front, and
17
18 WHEREAS, this project is currently being constructed, jointly, with the City of
19 Bellingham, and
20
21 WHEREAS, staff labor costs have not been assigned to stormwater project based
22 budgets, and
23
24 WHEREAS, this request adds the cost of wages and benefits to the project based
25 budget for this Stormwater project and will more accurately reflect the true costs of the
26 project, and
27
28 WHEREAS, the staff labor costs will be funded by previously unspent Academy Road
29 Real Estate Excise Tax II monies (returned to that fund at the end of 2015), and
30
31 WHEREAS, the budget expenditure authority is now being requested in this project -
32 based budget fund,

34 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
35 Ordinance No. 2014 -080 is hereby amended adding $95,000 of expenditure authority, as
36 described in Exhibit A, to the original project budget of $1,109,000, for a total amended
