ORDINANCE ESTABLISHING THE HOVANDER PARK BUILDING IMPROVEMENTS FUND
AND ESTABLISHING A PROJECT BASED BUDGET FOR HOVANDER PARK BUILDING
IMPROVEMENTS PROJECT
WHEREAS, this Hovander Park multi -year project is part of Whatcom County's Six Year
Capital Improvement Program for Whatcom County Facilities, and
WHEREAS, this project includes demolition, removal and site restoration for two deteriorated
buildings that are no longer functional and pose safety hazards, and
WHEREAS, it also includes construction of a new shop building in an area of the park not
subject to flooding and for safety reasons is outside the core activity area of the park, and
WHEREAS, ASR No. 2017 -5665 to the 2017 -2018 biennial budget includes funding from
Real Estate Excise Tax Fund II for this project, and
WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows for project -
based capital budget appropriation ordinances that lapse when the project has been completed
or abandoned or when no expenditure or encumbrance has been made for three (3) years,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a new fund
is hereby established effective January 1, 2017 titled Hovander Park Building Improvements
Fund. This fund shall be used to account for the revenues and expenditures of the project
mentioned above, and
BE IT FURTHER ORDAINED by the Whatcom County Council that the Hovander Park
Building Improvements Fund is approved as described in Exhibit A with a project budget of
$275,000.

1. Description of Request:
a) Describe the proposed activity or service, and indicate whether it is a higher or lower priority
than existing services in your department budget.
This project consists of the demolition, removal and site restoration for two buildings at Hovander Park and
the construction of a new park shop. The old storage barn at the entrance to the boat launch and the
current shop building will be removed. These buildings have deteriorated supports, foundation failures and
are no longer functional. The old shop building, which was once a machine shed will be photo
documented before removal for historical reference. This building is prone to seasonal flooding and does
not meet code for use as a shop. The large open barn once used for cattle is not secure, has had transient
use and failing structural supports and fasteners.N This is a structure which was part of the original park
acquisition and used on an interim basis primarily for storage of surplus materials. It currently is a hazard
and attractive nuisance.
A new shop building will be constructed in an area of the park with a higher elevation not subject to
flooding. For safety and functional purposes, it will also be located out of the core activity area of the park
and visually screened
b) Who are the primary customers for this service?
Removal of the buildings and construction of a new shop will improve safety for both park visitors and
employees.
2. Describe the problem this request addresses and why Whatcom County needs to address it.
Condition of the buildings necessitate their removal for safety purposes. This will improve aesthetics and
remove potential hazards. The new shop will allow the department to operate in a more efficient and safe
manner. Materials and equipment can remain in the shop year round unlike the current work area where
all items are removed seasonally to avoid flood damage.
3. Options
a) What other options have you considered? Why is this the best option?
Restoration and continued use of the buildings have been considered. Location, function, construction and
condition do not make restoration a feasible option. The construction style and condition of the old
machine shed makes reconstruction a more feasible alternative to restoration. Repurposing this area for
another activity or function will better serve park visitors.
b) What are the specific cost savings? (Quantify)
Work efficiencies will be gained through a new shop eliminating seasonal movement of materials and
equipment. The location of the old shop will be repurposed and may provide a revenue opportunity.
4. Outcomes/ Objectives
a) What outcomes will be delivered and when?
Buildings will be removed, sites restored and a new shop constructed.
b) How will you know whether the outcomes happened?
By successful completion of the project.
