CALL TO ORDER
Council Chair Barry Buchanan called the meeting to order at 7:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Ken Mann, Satpal Sidhu, Carl Weimer, Todd
Donovan, Rud Browne and Barry Buchanan.
Absent: None.

Brenner moved to approve Minutes Consent items one and two.

SPECIAL PRESENTATION
Jack Louws, County Executive, introduced a special presentation for community
member Gary Lysne and introduced Veteran's Program Community Health Specialist Liz
Harmon - Craig.
Liz Harmon - Craig, Health Department, spoke about Gary Lysne's efforts to create a
veteran's assistance program and his community service.
Louws read a letter of commendation for Gary Lysne.

1 Lysne spoke about the importance of supporting veterans and the Whatcom County
2 Veteran's Advisory Board model and programs. Iraq and Afghanistan veterans still need
3 help, especially in dealing with the effects of toxins and post- traumatic stress disorders
4 (PTSD), by supporting national legislation.

9 1. WHATCOM COUNTY COMPREHENSIVE PLAN APPENDICES (AB2016 -047L)

11 Buchanan opened the public hearing, and the following people spoke:

13 Joy Gilfilen stated include a statement that the voters voted against the jail facility
14 proposed on LaBounty Road. Include language stating that the current jail is illegal and
15 needs to be repaired and that building a new jail is subject to a valid non - biased needs
16 assessment.

18 Wendy Harris stated the community values statements must be updated, not
19 removed. The bibliography should reflect best available science only. Reduce the number
20 of trails due to impacts on wildlife and which are hazardous to critical areas.

25 REGULATIONS, REGARDING AMENDMENTS TO WHATCOM COUNTY CODE
26 (WCC) TITLE 20 (ZONING), TITLE 21 (LAND DIVISION REGULATIONS),
27 TITLE 22 (GUIDE MERIDIAN IMPROVEMENT PLAN), THE OFFICIAL ZONING
28 MAP, AND RELATED CHANGES TO THE COMPREHENSIVE PLAN AND ITS
29 SUBSETS, THE GUIDE MERIDIAN IMPROVEMENT PLAN, THE POINT ROBERTS
30 CHARACTER PLAN, AND THE POINT ROBERTS SUBAREA PLAN (AB2016-

33 Mark Personius, Planning and Development Services Department, gave a staff
34 report. These are implementing regulations that will be adopted with the Comprehensive
35 Plan. No action is requested tonight.

37 Buchanan opened the public hearing, and the following person spoke:

39 Wendy Harris stated she is concerned about adding growth to the Columbia Valley
40 urban growth area (UGA) because of air quality problems in the area. The Yew Street
41 reserve area inappropriate for development because they need to protect Lake Padden.
42 Don't allow building in places that don't have documented water rights, such as Lynden.

50 • Sandy Robson spoke about the proposed ordinance amending the purchasing
51 system.
52 . Dena Jensen spoke about the Comprehensive Plan Chapter 2.

• Christopher Deile spoke about a petition regarding gun control and gun
control laws.
• Joy Gilfilen submitted a binder of handouts (on file) and spoke about a
proposed amendment to the purchasing system and inappropriate
expenditures of taxpayer money by County officials.
• Irene Morgan, Restorative Community Coalition, spoke about a proposed new
jail complex.
• Kristen Hannah Sloan spoke about the proposed new jail.
• Max Perry spoke about Comprehensive Plan Chapter 2 and the Cherry Point
Industrial Zone.
• Wendy Harris spoke about the proposed change to the purchasing policy and
the jail service agreements with the Cities.
• Wanda Nevils spoke about the proposed new jail and jail diversion options.
Browne stated he encourages citizens who want more information on the proposed
new jail and jail diversion options to go to the County website.

moved to approve Consent Agenda items one through eight.
