July 12, 2016
CALL TO ORDER
Council Chair Barry Buchanan called the meeting to order at 7:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Ken Mann, Satpal Sidhu, Carl Weimer, Todd
Donovan, Rud Browne and Barry Buchanan.
Absent: None.
FLAG SALUTE
ANNOUNCEMENTS
Buchanan reported for the Special Committee of the Whole and reported about the
decision to separate the Cherry Point proposed changes from this Comprehensive Plan
process and send it to the Planning Commission.
Buchanan announced the County Council is looking for pro /con statement
committees regarding the emergency medical services (EMS) levy.
PUBLIC HEARINGS
1. ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 24.05, ON -SITE
SEWAGE SYSTEM RULES AND REGULATIONS (AB2016 -214)
John Wolpers, Health Department, gave a staff report on the reason for the
ordinance.
Buchanan opened the public hearing, and hearing no one, closed the public hearing.
Browne moved to adopt the ordinance.
The motion was seconded.
Brenner stated she won't support the ordinance, because this ordinance makes it
easier for staff to make arbitrary decisions without cause.
The motion carried by the following vote:
Ayes: Mann, Sidhu, Browne, Buchanan, Weimer and Donovan (6)

2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO AN
INTERLOCAL AGREEMENT BETWEEN THE CITY OF BELLINGHAM AND
WHATCOM COUNTY FOR 2016 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT PROGRAM AWARD (AB2016 -201)
Bill Elfo, County Sheriff, gave a staff report.
Buchanan opened the public hearing, and hearing no one, closed the public hearing.
Brenner moved to adopt the ordinance.
The motion was seconded.
