Citizens have submitted a Petition to Create the Columbia Valley Park and Recreation District (Initiative No. 2016 -1). PROPOSED BY: CITIZENS INTRODUCTION DATE: JUNE 28. 2016 RESOLUTION NO. 2016 -023 ACCEPTING A PETITION TO CREATE THE COLUMBIA VALLEY PARK AND RECREATION DISTRICT AND SETTING DATE FOR PUBLIC HEARING ON THE PROPOSAL WHEREAS, on June 22, 2016, a petition proposing the creation of a park and recreation district in the Columbia Valley was delivered to the Clerk of the Council; and WHEREAS, a Certificate of Sufficiency from the County Auditor was included with the petition, verifying the petition contains a sufficient number of qualified signatures; and WHEREAS, the petition meets the requirements of RCW 36.69.020; and WHEREAS, the Council's current role in the petition process is to accept the petition and schedule a public hearing on the proposal; and WHEREAS, the Council's future role, following public hearing, is to establish the boundaries of the proposed park and recreation district, establish its name, and call for an election of the property owners residing within district boundaries to determine whether the district shall be formed. NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby accepts the petition proposing to create the Columbia Valley Park and Recreation District. BE IT FURTHER RESOLVED that a public hearing on the proposal will be scheduled for the Council's regular evening meeting at 7 p.m. on July 26, 2016. BE IT FURTHER RESOLVED that following the public hearing on July 26, it is anticipated that the Council will adopt an ordinance naming the proposed district, setting the district boundaries, and forwarding the proposal to the County Auditor for inclusion on the November General Election ballot.
