CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Rud Browne, Ken Mann, and Satpal Sidhu
Absent: None
Also Present: Todd Donovan, Barry Buchanan and Barbara Brenner
COUNTY EXECUTIVE'S REPORT
Jack Louws, County Executive, reported on the following items:
• The Salmon Ceremony at the Lummi Nation
• A meeting with the Environmental Protection Agency (EPA) regarding Swift
Creek
• Ski -to -Sea weekend
• Memorial Day ceremonies
SPECIAL PRESENTATIONS
1. UPDATE ON THE CASCADIA RISING 2016 EVENT (AB2016 -017)
John Gargett, Emergency Management Division, presented an update on and
described the Cascadia Rising event beginning tomorrow. Several agencies and jurisdictions
around the county are participating. This will identify what they need to do to provide
emergency management in the county. He appreciates all the County staff who have
provided support. They will learn important lessons from the event.
He answered questions about how long the exercise lasts, whether councilmembers
can attend the emergency operations center (EOC) to observe the exercise, and what
deliverables will result from the exercise.
2. ANNUAL PRESENTATION FROM THE WASHINGTON STATE RISK POOL
(A1132016 -017)
Derek Bryan, Washington State Risk Pool, submitted and read from handouts and a
presentation (on file). He answered questions about whether the Investment Committee
considers socially responsible investments; how the Risk Pool considers paying nuisance
claims or claims that set a new precedent, which may open the way for more claims;
questionable claims paid before being submitted to the Risk Pool; how the Risk Pool reduces
risk of cyber attacks, and; implementation of two - factor authentication.

1 Dan Gibson, Prosecutor's Office, stated that as of the past few years, every claim
2 that comes to the County will go to the Risk Pool unless it is a very small amount.

4 Perry Rice, Administrative Services Department, stated employees should contact the
5 Information Technology service desk if they receive a suspicious email.

7 3. QUARTERLY FINANCE REPORT AND PROJECT BUDGET UPDATE FROM
8 FINANCE MANAGER BRAD BENNETT (AB2016 -122A)

10 Brad Bennett, Administrative Services Department, submitted the 2016 First Quarter
11 Financial Report (on file) and gave a staff report. Everything is doing well. They expect an
12 ending fund balance at the end of the year of about $14 million. He answered questions
13 about the status of sales tax revenue and Auditor's fees and about non - departmental
14 expenditures.

16 4. UPDATE FROM WHATCOM COUNTY PUBLIC WORKS DEPARTMENT ON THE
17 BIRCH BAY DRIVE AND PEDESTRIAN FACILITY, CRP NO. 907001 (AB2016-
18 181)

20 Jim Karcher, Public Works Department, submitted and read from a presentation (on
21 file) and gave a staff report. He answered questions about the status of 46 easement
22 negotiations, design changes if easements aren't successfully negotiated, funding sources,
23 potential solutions for Section 106 cultural findings, and design consultants.

28 1. REQUEST APPROVAL OF THE CITY OF BELLINGHAM'S REQUEST FOR
29 ECONOMIC DEVELOPMENT INVESTMENT PROGRAM GRANT FUNDING IN
30 SUPPORT OF THE WATERFRONT - GRANARY /LAUREL STREET PROJECT, IN
31 THE AMOUNT OF $1.1 MILLION (AB2016 -182)

35 Jack Louws, County Executive, answered questions about the threshold score on
36 Council packet page 28, status of the fund balance, other commitments against the fund
37 balance, how long the economic development investment (EDI) funds will last, and how EDI
38 funds should be spent.

40 Tyler Schroeder, Executive's Office, stated he will send the Council information on
41 fund details, including the revenue received from loan repayments.

WASHINGTON STATE RECREATION AND CONSERVATION OFFICE FOR
FUNDING THROUGH THE WASHINGTON WILDLIFE AND RECREATION
PROGRAM FOR TRAIL DEVELOPMENT AT SOUTH FORK PARK, IN THE
AMOUNT OF $209,000 (AB2016 -168)
