ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan, Carl Weimer, Barry Buchanan and Barbara Brenner OTHER BUSINESS Jack Louws, County Executive, reported on the following items: • Today's jail planning meeting being postponed for a couple of weeks • Last week's Donald Trump rally in Lynden and the special event permit exemption for the Northwest Washington Fair Browne moved to recommend that the Council write a letter of thanks to the other jurisdictions for their cooperation in providing public safety during the Trump rally. The motion was seconded The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) The councilmembers discussed how costs can be reimbursed for special event costs. Louws continued his report on the Army Corps of Engineers ruling on the Gateway Pacific Terminal (GPT) application and the County's pending application. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, NINTH REQUEST, IN THE AMOUNT OF $162,263 (AB2016 -164) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO MAKE APPLICATION AND ENTER INTO A GRANT AGREEMENT WITH THE WASHINGTON STATE RECREATION AND CONSERVATION OFFICE FOR FUNDING THROUGH THE LAND AND WATER CONSERVATION FUND FOR Finance and Administrative Services Committee, 5/17/2016, Page 1 TRAIL DEVELOPMENT AT SOUTH FORK PARK, IN THE AMOUNT OF $209,000 (AB2016 -168) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO MAKE APPLICATION AND ENTER INTO A GRANT AGREEMENT WITH THE WASHINGTON STATE RECREATION AND CONSERVATION OFFICE FOR FUNDING THROUGH THE AQUATIC LANDS ENHANCEMENT ACCOUNT FOR THE ACQUISITION OF THE BIRCH BAY COMMUNITY PARK PROPERTY, IN THE AMOUNT OF $615,884 (AB2016 -169) Mann moved to recommend approval to the full Council. RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO MAKE APPLICATION AND ENTER INTO A GRANT AGREEMENT WITH THE WASHINGTON STATE RECREATION AND CONSERVATION OFFICE FOR FUNDING THROUGH THE WASHINGTON WILDLIFE AND RECREATION PROGRAM FOR THE ACQUISITION OF THE BIRCH BAY COMMUNITY PARK PROPERTY, IN THE AMOUNT OF $615,884 (AB2016 -170) Mann moved to recommend approval to the full Council. Mike McFarlane, Parks and Recreation Department, answered questions on the grant funding process and retroactive funding. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NORTHWEST REGIONAL COUNCIL TO PROVIDE NURSING SERVICES TO OFFENDERS AT THE DOWNTOWN JAIL AND THE WORK CENTER, IN THE AMOUNT OF $85,322, FOR A TOTAL AMENDED CONTRACT IN THE AMOUNT OF $1,214,902 (AB2016 -171) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND THE Finance and Administrative Services Committee, 5/17/2016, Page 2 WASHINGTON STATE DEPARTMENT OF TRANSPORTATION TO OBLIGATE FEDERAL EMERGENCY RELIEF CONSTRUCTION FUNDS FOR THE SOUTH PASS ROAD FAILURE REPAIR, IN THE AMOUNT OF $580,000, FOR A TOTAL AMENDED CONTRACT IN THE AMOUNT OF $715,200 (AB2016 -172) Sidhu moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -22 AND ENTER INTO A CONTRACT FOR THE CEDAR HILLS - EUCLID STORMWATER IMPROVEMENTS PROJECT TO LOW BIDDER, STREMLER GRAVEL, INC., IN THE AMOUNT OF $1,039,477.27 (AB2016 -1468) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND SUSTAINABLE CONNECTIONS FOR IMPLEMENTATION OF THE COMMERCIAL WASTE REDUCTION AND RECYCLING EDUCATION PROGRAM, IN THE AMOUNT OF $35,000 (AB2016- 173) Sidhu moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND NURSE - FAMILY PARTNERSHIP TO PROVIDE TRAINING AND IMPLEMENTATION SUPPORT TO ENSURE THAT WHATCOM COUNTY'S IMPLEMENTATION OF NURSE - FAMILY PARTNERSHIP MAINTAINS MODEL FIDELITY AND DELIVERS PROGRAM RESULTS AS EXPECTED, IN THE AMOUNT OF $27,461 IN 2016 AND $16,752 IN SUBSEQUENT YEARS (AB2016 -174) Sidhu moved to recommend approval to the full Council. DISCUSSION OF A PROPOSED ORDINANCE PROVIDING FOR SUBMISSION TO THE QUALIFIED VOTERS OF WHATCOM COUNTY A PROPOSITION IMPOSING THE LEVY OF A REGULAR PROPERTY TAX EACH YEAR FOR SIX YEARS, COLLECTION BEGINNING IN 2017, AT A RATE OF $.295 OR LESS PER $1000 OF ASSESSED VALUATION TO CONTINUE TO PROVIDE EMERGENCY Finance and Administrative Services Committee, 5/17/2016, Page 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 MEDICAL SERVICES, IN THE GENERAL ELECTION TO BE HELD ON NOVEMBER 8, 2016 (AB2016 -167) Tyler Schroeder, Executive's Office, stated this item is being introduced to the full Council. Schroeder and Jack Louws, County Executive, answered questions about whether the sales tax used for jail programs can also be used for emergency medical services (EMS) according to the Revised Code of Washington (RCW), how much of the money would go to the County and the Cities, meeting the vote approval threshold of 60 percent plus one, having to renew the tax every six years, what the City of Bellingham has approved already, the process of getting all the jurisdictions to agree on the operational details, and public availability of the EMS Funding Workgroup recommendations. The councilmembers discussed whether the Council wants to deal with EMS funding, jail funding, and the capital facilities shortfall individually or collectively and with the City of Bellingham, how to make sure the citizens know what the County will do with the money currently being contributing to EMS costs, and having a City- County joint Councils meeting. 2. EXECUTIVE LOUWS TO PROVIDE A BRIEF OVERVIEW OF THE CAPITAL FACILITIES IMPROVEMENT PLAN TO COUNCIL FOR CONSIDERATION OF THE CHALLENGES THE COUNTY WILL BE ADDRESSING (AB2016 -166) Jack Louws, County Executive, submitted and read from a presentation (on file) and answered questions on the request for qualifications (RFQ) and the status of the consultant contract, whether the County would eventually demolish the Northwest Annex and the current jail and Sheriff's Office building, delaying the repairs to the Courthouse until the economic cycle lowers construction costs, whether it's more cost - effective to use a sale - leaseback option, and options for moving the juvenile detention facility on an interim basis to allow a better construction schedule for the courthouse.
