CALL TO ORDER
Committee Chair Rud Browne called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

OTHER BUSINESS
Jack Louws, County Executive, reported on the following items:
• Today's jail planning meeting being postponed for a couple of weeks
• Last week's Donald Trump rally in Lynden and the special event permit
exemption for the Northwest Washington Fair
Browne moved to recommend that the Council write a letter of thanks to the other
jurisdictions for their cooperation in providing public safety during the Trump rally.

The councilmembers discussed how costs can be reimbursed for special event costs.
Louws continued his report on the Army Corps of Engineers ruling on the Gateway
Pacific Terminal (GPT) application and the County's pending application.

MEDICAL SERVICES, IN THE GENERAL ELECTION TO BE HELD ON NOVEMBER
8, 2016 (AB2016 -167)
Tyler Schroeder, Executive's Office, stated this item is being introduced to the full
Council.
Schroeder and Jack Louws, County Executive, answered questions about whether the
sales tax used for jail programs can also be used for emergency medical services (EMS)
according to the Revised Code of Washington (RCW), how much of the money would go to
the County and the Cities, meeting the vote approval threshold of 60 percent plus one,
having to renew the tax every six years, what the City of Bellingham has approved already,
the process of getting all the jurisdictions to agree on the operational details, and public
availability of the EMS Funding Workgroup recommendations.
The councilmembers discussed whether the Council wants to deal with EMS funding,
jail funding, and the capital facilities shortfall individually or collectively and with the City of
Bellingham, how to make sure the citizens know what the County will do with the money
currently being contributing to EMS costs, and having a City- County joint Councils meeting.
2. EXECUTIVE LOUWS TO PROVIDE A BRIEF OVERVIEW OF THE CAPITAL
FACILITIES IMPROVEMENT PLAN TO COUNCIL FOR CONSIDERATION OF THE
CHALLENGES THE COUNTY WILL BE ADDRESSING (AB2016 -166)
Jack Louws, County Executive, submitted and read from a presentation (on file) and
answered questions on the request for qualifications (RFQ) and the status of the consultant
contract, whether the County would eventually demolish the Northwest Annex and the
current jail and Sheriff's Office building, delaying the repairs to the Courthouse until the
economic cycle lowers construction costs, whether it's more cost - effective to use a sale -
leaseback option, and options for moving the juvenile detention facility on an interim basis
to allow a better construction schedule for the courthouse.
