ANNUAL REPORT FROM THE COMMISSION AGAINST DOMESTIC VIOLENCE 28 (AB2016 -159) 29 30 Susan Marks, Bel ling ham /Whatcom County Commission Against Domestic Violence 31 Director, submitted and read through a presentation (on file). She answered questions 32 about the reaction of clergy leaders about the program in the faith community, how the 33 Commission deals with male victims of domestic violence, outreach to minority 34 communities, and the goal for the high risk offender monitoring program. 35 36 37 COUNCIL "CONSENT AGENDA" ITEMS 38 39 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 40 LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND THE 41 WASHINGTON STATE DEPARTMENT OF TRANSPORTATION FOR THE LUMMI 42 ISLAND DOLPHIN AND BREAKWATER REPLACEMENT, IN THE AMOUNT OF 43 $50,000 (AB2016 -160) 44 45 Mann moved to recommend approval to the full Council. 46 47 The motion carried by the following vote: 48 Ayes: Browne, Mann, and Sidhu (3) 49 Nays: None (0) 50 51 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN AMENDED LOCAL AGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY OF BELLINGHAM FOR JOINT USAGE OF THE VACTOR WASTE SITE FACILITY, IN AN AMOUNT NOT TO EXCEED $50,000 (AB2016 -094A) Sidhu moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT FOR SERVICES BETWEEN WHATCOM COUNTY AND WILSON ENGINEERING, LLC FOR CEDAR HILLS - EUCLID STORMWATER IMPROVEMENTS, IN THE AMOUNT OF $99,367 (AB2016 -146A) Mann moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) S. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND ENVIRONMENTAL SCIENCE ASSOCIATES, INC. RELATED TO FURTHER ARCHEOLOGICAL FIELD INVESTIGATION REQUIRED BY PERMITTING AGENCIES, RIGHT -OF -WAY PLAN MODIFICATIONS DUE TO PROPERTY OWNERSHIP CHANGES, AND ASSOCIATED PROJECT MANAGEMENT FOR THE BIRCH BAY DRIVE & PEDESTRIAN FACILITY IN THE AMOUNT OF $48,666 (AB2016 -162) Sidhu moved to recommend approval to the full Council. Jim Karcher, Public Works Department, gave a staff report and answered questions about whether there is a recent issue with the area and the process for doing an archeological investigation. They are moving forward with the project. Permitting and right -of -way are in negotiation. They anticipate bringing forward another supplement. There will be a full update to the Council at the end of May. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -17 FOR RENTAL RATES FOR MAINTENANCE AND CONSTRUCTION EQUIPMENT, TO ALL BIDDERS, WITH SELECTION FROM THE LIST BASED ON EQUIPMENT AVAILABILITY AND SUITABILITY, WITH PREFERENCE TO LOW BIDDERS, IN AN AMOUNT NOT TO EXCEED $100,000 PER VENDOR (AB2016- 163) Sidhu moved to recommend approval to the full Council. Jon Hutchings, Public Works Department Director, answered questions about how suitability is determined and whether the rates include the operator. Jack Louws, County Executive, stated suitability is about making sure the right equipment is used for the right application.
