April 5, 2016
CALL TO ORDER
Council Chair Barry Buchanan called the meeting to order at 7:00 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barbara Brenner, Ken Mann, Satpal Sidhu, Carl Weimer, Todd
Donovan, Rud Browne and Barry Buchanan.
Absent: None.

1. COUNTY EXECUTIVE JACK LOUWS TO PRESENT THE "STATE OF THE
COUNTY" ADDRESS (AB2016 -140)
Jack Louws, County Executive, presented the State of the County address (on file).
MINUTES CONSENT
1. SPECIAL COMMITTEE OF THE WHOLE FOR FEBRUARY 23, 2016
Brenner moved to approve the minutes, including the substitute page. The motion
was seconded.

PUBLIC HEARINGS
1. ORDINANCE ADOPTING VARIOUS MINOR AMENDMENTS TO WHATCOM
COUNTY CODE TITLE 20 ZONING (AB2016 -114)
Gary Davis, Planning and Development Services Department, gave a staff report.
Buchanan opened the public hearing, and the following person spoke:

1 John Lesow submitted and read from a handout (on file) and stated he supports
2 Exhibit K regarding radio broadcast towers as written by staff.

15 Buchanan opened the public hearing, and the following person spoke:

17 Wendy Harris stated she supports changes regarding health and safety. The chapter
18 neglects wildlife issues. Don't site utiltiies in critical areas. Protect species according to
19 local, State, and federal laws. Analyze and review species and habitat. The chapter
20 neglects to address the use of chemicals in utility corridors.

22 Hearing no one else, Buchanan closed the public hearing and stated the Council will
23 continue to accept written public testimony on this chapter.

28 The following people spoke:
29 . Bob Frisk spoke on the proposed new jail.
30 • Christopher Deile submitted a handout (on file) and spoke about court -
31 ordered Alcoholics Anonymous (AA) and reintroducing grizzly bears to the
32 North Cascades.
33 0 Leslie McRoberts submitted and read from a handout (on file) and spoke on
34 allegations of civil rights violations in Sudden Valley.

36 Brenner asked how Sudden Valley officers determine a violation. McRoberts stated
37 they use the same radar guns that police do.

39 . Ray Baribeau spoke on the State of the County address and future challenges
40 and plans for a triage center and jail.
41 • Wendy Harris spoke about the State of the County address and water and air
42 quality problems in Whatcom County.

7. RESOLUTION AND PUBLIC HEARING REGARDING COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDING APPLICATION (AB2016 -149)
COMMITTEE REPORTS OTHER ITEMS AND COUNCILMEMBER UPDATES
Buchanan announced the Council will have a public hearing on Chapter 8 of the
Comprehensive Plan proposed changes at its meeting on April 19, 2016.
Brenner reported for the Public Works, Health, and Safety Committee.
Weimer reported for the Planning and Development and Natural Resources
Committees.
Councilmembers gave updates on recent activities and upcoming events.
