HomeMy WebLinkAboutFinance April 19 20161 WHATCOM COUNTY COUNCIL 2 Finance and Administrative Services Committee 3 4 April 19, 2016 5 6 CALL TO ORDER 7 8 Committee Chair Rud Browne called the meeting to order at 11:40 a.m. in the 9 Council Chambers, 311 Grand Avenue, Bellingham, Washington. 10 11 12 ROLL CALL 13 14 Present: Rud Browne, Ken Mann, and Satpal Sidhu 15 Absent: None 16 Also Present: Barbara Brenner 17 18 19 COUNTY EXECUTIVE'S REPORT 20 21 Jack Louws, county Executive, reported on the following items: 22 • The annual community meeting in Point Roberts 23 • An update on code enforcement 24 • Discussion of capital projects that will be addressed in the upcoming budget 25 process. 26 27 Mann stated he would like to discuss the status of the Gailbrath Mountain easement. 28 Louws stated they are in the process of getting an appraisal. 29 30 Mike McFarlane, Parks and Recreation Department Director, gave a staff report on 31 the status of the project and sale option. 32 33 34 SPECIAL PRESENTATION 35 36 1. CJ SEITZ, DIRECTOR OF THE SMALL BUSINESS DEVELOPMENT CENTER, TO 37 PRESENT 2015 OUTCOMES AND ACTIVITIES (AB2016 -017) 38 39 CJ Seitz, Small Business Development Center (SBDC) Director, submitted and read 40 from a presentation (on file). She answered questions about the SBDC budget, the process 41 of working with each client who comes to the SBDC with questions and concerns about their 42 business, defining the top needs of SBDC clients within each industry, the return on 43 investment (ROI) in relation to wages, the demand of SBDC services and whether the SBDC 44 could do more to help businesses if it had a bigger budget, and whether the SBDC works in 45 Skagit County. 46 47 48 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 49 50 1. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, EIGHTH 51 REQUEST, IN THE AMOUNT OF $234,633 (AB2016 -143) 52 53 Sidhu moved to recommend adoption to the full Council. RESOLUTION AMENDING THE 2016 FLOOD CONTROL ZONE DISTRICT AND SUBZONE BUDGETS, SECOND REQUEST, IN THE AMOUNT OF $200,000 (AB2016 -144) Sidhu moved to recommend approval to the Whatcom County Flood Control Zone District Board of Supervisors. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. RESOLUTION AMENDING THE 2016 FLOOD CONTROL ZONE DISTRICT AND SUBZONE BUDGETS, THIRD REQUEST, IN THE AMOUNT OF $85,000 (AB2016- 145) Sidhu moved to recommend approval to the Whatcom County Flood Control Zone District Board of Supervisors. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 4. ORDINANCE AMENDING ORDINANCE NO. 2014 -083 ESTABLISHING THE CEDAR HILLS /EUCLID STORM WATER IMPROVEMENTS FUND AND ESTABLISHING A PROJECT BASED BUDGET FOR CEDAR HILLS /EUCLID STORM WATER IMPROVEMENTS (AB2016 -146) Mann moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) S. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT AND THE WHATCOM CONSERVATION DISTRICT TO PROVIDE OUTREACH TO THE AGRICULTURAL COMMUNITY IN POLLUTION IDENTIFICATION AND CORRECTION (PIC) FOCUS AREAS IN THE AMOUNT OF $45,000 (AB2016 -153) Mann moved to recommend approval to the Whatcom County Flood Control Zone District Board of Supervisors. The motion carried by the following vote: Ayes: Mann and Sidhu (2) Nays: None (0) Abstains: Browne (1) Finance and Administrative Services Committee, 4/19/2016, Page 2 1 6. RESOLUTION OF THE WHATCOM COUNTY COUNCIL UPDATING THE APPENDIX 2 OF THE 2015 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY 3 (AB2016 -154) 4 5 Sidhu moved to recommend approval to the full Council. 6 7 Jack Louws, County Executive, gave a staff report and answered questions on how 8 these projects are economic development projects versus public infrastructure projects, new 9 costs versus total costs, specific County projects, and how to remove projects from the list. 10 11 The motion carried by the following vote: 12 Ayes: Browne, Mann, and Sidhu (3) 13 Nays: None (0) 14 15 16 COUNCIL "CONSENT AGENDA" ITEMS 17 18 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 19 COST -SHARE AGREEMENT BETWEEN WHATCOM COUNTY AND NORTHWEST 20 PIPELINE, LLC TO COVER THE COST OF EMERGENCY MEASURES TO STABILIZE 21 THE BANK OF THE NORTH FORK NOOKSACK RIVER NEAR RUTSATZ ROAD AND 22 ASSOCIATED MITIGATION MEASURES IN THE AMOUNT OF $700,000 23 (AB2016 -155) 24 25 Mann moved to recommend approval to the full Council. 26 27 The motion carried by the following vote: 28 Ayes: Browne, Mann, and Sidhu (3) 29 Nays: None (0) 30 31 2.
