ROLL CALL Present: Rud Browne, Ken Mann, and Satpal Sidhu Absent: None Also Present: Todd Donovan and Barbara Brenner COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the performance metrics project. Joe Rutan, Public Works Department, reported on an award presented to the Public Works Department staff. Louws answered questions on how to measure performance. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 2016 WHATCOM COUNTY BUDGET, SEVENTH REQUEST, IN THE AMOUNT OF $85,749 (AB2016 -132) Sidhu moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF TRANSPORTATION FOR GRINDING AND RESURFACING A PORTION OF BIRCH BAY LYNDEN ROAD, IN THE AMOUNT OF $65,631 (AB2016 -136) Sidhu moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -11 AND ENTER INTO A CONTRACT FOR THE SOUTH PASS ROAD /SAAR CREEK BRIDGE NO. 212 REPLACEMENT PROJECT TO THE LOWEST BIDDER, STRIDER CONSTRUCTION CO., INC., IN THE AMOUNT OF $790,787 (AB2016 -137) Finance and Administrative Services Committee, 4/5/2016, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 Mann moved to recommend adoption to the full Council. Jim Karcher, Public Works Department, answered questions about the wide range of bids received. Joe Rutan, Public Works Department, answered questions about the bid evaluation process. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #16 -05 FOR PURCHASE OF REPLACEMENT PATROL BOAT TO THE LOWEST BIDDER, MUNSON BOATS, IN THE AMOUNT OF $85,748.16 (AB2016 -138) Sidhu moved to recommend adoption to the full Council. Jeff Parks, Sheriff's Office, answered questions about the price, the necessary specifications of a boat on Lake Samish, the frequency of search and rescue efforts on local lakes, boat construction materials, the bid specifications, the number of Sheriff boats on various lakes, using the boats seasonally, response time when a boat is in storage, whether there is a level of service for response time, and the approved boating safety program for Whatcom County. The motion carried by the following vote: Ayes: Browne, Mann, and Sidhu (3) Nays: None (0) OTHER BUSINESS There was no other business.
