ROLL CALL Present: Barbara Brenner, Rud Browne, and Ken Mann Absent: None Also Present: Barry Buchanan, Todd Donovan, Satpal Sidhu, and Carl Weimer SPECIAL PRESENTATION 1, PRESENTATION BY FERNDALE SCHOOL DISTRICT STUDENTS REGARDING THE RETURN OF THE GRAY WOLF AND ITS IMPACT ON AGRICULTURE (AB2016 -133) This item was not discussed. COMMITTEE DISCUSSION 1. UPDATE ON A PROPOSED PROJECT TO CONSTRUCT A LIGHTHOUSE AT LIGHTHOUSE MARINE PARK IN POINT ROBERTS (AB2016 -050A) Jack Louws, County Executive, stated that in light of all the capital needs of the County at this time, he took a close look at the request. He's grateful for the community donation. The contribution the County must make would be limited to staff time. He answered questions. The committee discussed the option of building the lighthouse on another site and moving it to the location and requirements for building the capital project. Mike McFarlane, Parks and Recreation Department Director, submitted and read from a handout (on file) and gave a staff report. Rod Lamb, Parks and Recreation Department, answered questions. The councilmembers discussed whether the white paper could include a range of budget options, expenses the Point Roberts community incurred regarding the radio tower issue, securing all the funding before starting the design process, whether the donors could present design options with different cost estimates that the County could accept, whether the observation deck can be done for $500,000, and adding washrooms and other facilities after the permits have been approved. McFarlane stated that's correct. Mann stated they aren't asking for any specific action today other than consensus to move forward. He looks forward to receiving the white paper. 2. BRIEFING AND DISCUSSION ON COMPREHENSIVE PLAN CHAPTER 6, TRANSPORTATION (AB2016 -047F) Gary Davis, Planning and Development Department, submitted and read from a presentation (on file). Joe Rutan, Public Works Department, answered questions on whether Interstate 5 can be expanded through Bellingham, Davis continued the presentation. Rutan answered questions on who sets road level of service (LOS). Forrest Longman, Council Office, stated the Health Department's concerns have been met for this chapter and Chapter 2. He can relay any concerns from the Council to Health Department staff. OTHER BUSINESS There was no other business.
