CALL TO ORDER
Committee Chair Carl Weimer called the meeting to order at 3:02 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Carl Weimer, Barbara Brenner, and Todd Donovan
Absent: None
Also Present: Rud Browne, Barry Buchanan, Carl Weimer, and Ken Mann
COMMITTEE DISCUSSION
1. BRIEFING AND DISCUSSION OF COMPREHENSIVE PLAN CHAPTER 3,
HOUSING (AB2016 -047C)
Karin Beringer, Planning and Development Services Department, submitted and read
from a presentation (on file) and answered questions about normalizing the statistics on
median household income and median housing costs, given there are more retirees and
students in Whatcom County.
Gary Davis, Planning and Development Services Department, answered questions on
the estimated dwelling unit capacity and estimated dwelling units needed, Birch Bay's lack
of need for multifamily dwelling units, and why they converted all the action plan items into
policies.

There was no other business.
