AMENDMENT NO. 1 TO ORDINANCE NO. 2014 -083 ESTABLISHING THE CEDAR
HILLS /EUCLID STORM WATER IMPROVEMENTS FUND AND ESTABLISHING A
PROJECT BASED BUDGET FOR CEDAR HILLS/EUCLID STORM WATER
IMPROVEMENTS
WHEREAS, the Lake Whatcom Comprehensive Stormwater Management Plan
identified the Cedar Hills /Euclid Natural Drainage Retrofit as a high priority capital
improvement project, and
WHEREAS, design work is currently underway for this project through a contract with
Wilson Engineering, and
WHEREAS, the Stormwater Division was successful in obtaining a Combined Water
Quality Financial Assistance grant from the Department of Ecology to aid in funding the
design and construction of this stormwater retrofit, and
WHEREAS, this Ecology funding, in addition to the allocated REET II funding, will allow
for the expansion of the scope of work to maximize the water quality benefit by
constructing additional stormwater facilities and including a channel stabilization
element as part of the project, and
WHEREAS, the budget expenditure authority for the Ecology funding is now being
requested in this project -based budget fund,
NOW THEREFORE BE IT ORDAINED by the Whatcom County Council that Ordinance
No. 2014 -083 is hereby amended adding $665,586 of expenditure authority, as
described in Exhibit A, to the original project budget of $630,000, for a total amended
project bud% safe$1,g95,586.
